with Native Hawaiian Organizations (NHO) and Potential Consulting Parties
Hawaii Belt Road, Rehabilitation of Kolekole Stream Bridge
Wailea and Honomu, Kuhua Ahupuaa, Hilo Moku, Island of Hawaii
Federal-Aid Project No. BR-019-2(081)

(3)2-9-003:999; (3)2-8-015:999; and Portions of TMK parcel: (3)2-8-015:015
On behalf of the Federal Highway Administration (FHWA), the State of Hawaii Department of
Transportation (HDOT)is hereby notifying you that on September 19, 2025, Section 106 of the
National Historic Preservation Act(NHPA) of 1966 (amended, 2006), was initiated with the
State Historic Preservation Officer (SHPO)for the subject bridge rehabilitation project.
The proposed federally funded HDOT project is considered a federal action and undertaking as
defined in Title 36 Code of Federal Regulations (CFR) § 800.16(y). Effective May 1, 2016,
FHWA has issued a Programmatic Delegation of Authority allowing the HDOT and local public
agencies to conduct NHPA Section 106 consultations with the SHPO, NHO, and other
consulting parties per Title 36 CFR § 800.2(c)(4). The FHWA will remain responsible for all
findings and determinations charged to the agency during the Section 106 process.
Overview of the Undertaking
The proposed project is located along Hawaii Belt Road (State Route 19), in the vicinity of
Honomu, on the Hamakua Coast, Island of Hawaii. Kolekole Stream Bridge (Bridge No.
001000190308549)is located between Mile Posts 13.97 and 14.07 at the approximate
coordinates of N 19° 52' 57.75" and W 155° 07' 8.50". The primary purpose of the project is to

address deficiencies identified during the latest bridge inspection conducted by the HDOT. The
proposed project activities will include the following:
• Replacing the heavily-corroded deteriorated superstructure, such as the steel truss
members, bearings, gusset plates, rivets, etc.
• Repairing spalling in the concrete deck and railings.
• Cleaning and painting the steel members following replacement.
• Installing scour protection at the pier foundation, which may involve in-water work.
• Conducting soil mitigation if lead-impacted soils are found beneath the bridge.
• Removal of the temporary AcrowTM structure that supports the bridge.
Consultations
Entitled consulting parties during the Section 106 process includes the Advisory Council of
Historic Preservation, SHPO, NHO, and if applicable, local governments and applicants for
federal assistance, permits, licenses and other approvals.
NHO and/or Hawaiian Descendents
NHO and Native Hawaiian descendants with ancestral, lineal, or cultural ties to, cultural and
historical property knowledge of and/or concerns for, and cultural or religious attachment to the
proposed Area of Potential Effects (APE) are asked to provide a response to this letter within 30
days of notification.
Other Individuals and Organizations
Individuals and organizations with legal, economic, or historic preservation interest are requested
to respond within 30 days of notification, demonstrate interest in the proposed undertaking, and
provide intent to participate in the Section 106 process. Your participation is subject to FHWA
approval.
APE
We would like to invite you to comment on the proposed APE. See Attachment 1.
The APE is approximately 7 acres located mostly within Hawaii Belt Road and is designated for
working areas, construction staging, and material stockpiling. Most of the APE is located within
the Hawaii Belt Road ROW (2-9-003:999 and 2-8-015:999). However, one parcel mauka of the
highway ROW (2-8-015:015)includes Kolekole Gulch Park and will be used to access the
foundations of the bridge and for staging. The land in Kolekole Gulch Park is owned by the state
but is managed by the County of Hawaii through its park system, as mandated by an executive
order. Vegetation clearing within the APE may be necessary to provide access to bridge
foundations and stage equipment and materials.
