HomeMy WebLinkAboutOctober 28, 2025 Youth Commission Regular Meeting Minutes YOUTH COMMISSION c/o Office of the Mayor, 25 Aupuni Street, Suite 2603 YOUTH COMMISSION REGULAR MEETING MINUTES OCTOBER 28, 2025, 3:45PM REMOTE MEETING VIA INTERACTIVE CONFERENCE TECHNOLOGY BUILDING, PUEO CONFERENCE ROOM HILO 25 AUPUNI STREET, SUITE 2601 CALL TO ORDER Chair Hayden Konanui-Tucker called the meeting to order at 3:47 p.m. ATTENDANCE Present: Hayden Konanui-Tucker, Commissioner Kenneth Ha, Commissioner Wehiwaalani Gapero, Commissioner Paige Tominaga, Commissioner Perseas Vanebo, Commissioner (Via Zoom) , Commissioner (Via Zoom) Benjamin Rudo, Commissioner (Via Zoom) Marquis Fonoimoana, Commissioner (Via Zoom) Not Present: Sage Huston, Commissioner Damon Nagata, Commissioner Ryder Beechler, Commissioner Jaya Davenport, Commissioner Kolt Baptista, Commissioner Also present: Council Member Jennifer Kagiwada, Ex-Officio Member Alanna Barber, Adult Advisor Keyra Wong, Deputy Corporation Counsel Micah Alameda, Office of the Mayor STATEMENTS FROM THE PUBLIC No statements from the public. APPROVAL OF MINUTES a. Approval of the special meeting minutes of September 22, 2025. Chair Konanui-Tucker called for public testimony. There being no public testimony, the meeting continued as follows. Action: Chair Konanui-Tucker called for a motion to approve. A motion was made by Commissioner Vanebo to approve the special meeting minutes of September YouthCommissionMeeting Minutes October 28, 2025 22, 2025, which was seconded by Commissioner Halemanu. The motion was carried by a vote of 8:0. b. Approval of the regular meeting minutes of September 23, 2025. Chair Konanui-Tucker called for public testimony. There being no public testimony, the meeting continued as follows. Action: Chair Konanui-Tucker called for a motion to approve. A motion was made by Commissioner Tominaga to approve the regular meeting minutes of September 23, 2025, which was seconded by Commissioner Rudo. The motion was carried by a vote of 8:0. CHAIR ANNOUNCEMENTS None BUSINESS a. Press Secretary Report None c. County Council Report by Council Member Jennifer Kagiwada 1) The H has proposed state legislative priorities for 2026, which include: i. Requesting the Department of Education to make recreational facilities accessible to the public during non-peak hours and on non-school days. ii. Affirming Counties' authority to regulate the sale of cigarettes, tobacco products, and electronic smoking devices. iii. Advocating for funding to support enforcement and awareness regarding gun violence protective orders. iv. Proposing the creation of a state Homeless Services Fund. v. Supporting workforce development initiatives for green jobs, food systems specialists, and county government positions. 2) Update on County Council Bills/Resolutions i. Council Bill 83: A bill aimed at prohibiting plastic and polystyrene food and service ware was amended by the County Council Policy Committee on October 8. It has been forwarded to the Council for consideration on December 3, following a hearing at the Environmental Management Commission which is preparing a letter of support. ii. Council Resolution 320-25: A resolution expressing support for due process and the protection of constitutional rights for all County multiculturalism and its immigrant heritage, was unanimously passed during the Council meeting on October 22. 2 YouthCommissionMeeting Minutes October 28, 2025 d.Adult Advisor Report None e. Commissioners Reports and Updates 1) Commissioner Vanebo provided a brief report on her recent attendance at nd the 32 Annual Hawa State Capitol on October 7, 2025. Commissioner Vanebo expressed that the event was well organized and she was pleased to have the opportunity to speak with several legislators at this event. a. Chair Konanui-Tucker provided an update on a google form that he created to organize the contact information of various employers and organizations. Adult Advisor Barber offered her suggestions and help as someone being familiar with excel spreadsheets. b. Commissioner Ha provided an update to a separate spreadsheet created, along with Commissioner Rudo, who created a spreadsheet. The discussion included that Chair Konanui-Tucker would work to com one spreadsheet. The revised spreadsheet may be discussed at the next meeting. c. Commissioners Vanebo and Tominaga reported that they are still working on a script for commissioners to use in an effort to approach prospective employers and organizations about being added to the spreadsheet. d. Commissioner Halemano provided a report on his experience living in the town of Amherst as a college student. GENERAL ANNOUNCEMENTS a. Chair Konanui-Tucker announced the details for the next regular meeting on Tuesday, November 25, 2025, at 3:45 p.m., in Pueo Conference Room, located at 25 Aupuni Street, Suite 2601, Hilo, HI 96720. ADJOURNMENT Chair Konanui-Tucker adjourned the meeting at 4:32 p.m. 3
