ANNOUNCEMENTS /ADDITIONS TO THE AGENDA:

Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are
asked to submit a completed request form to the meeting Recorder prior to the completion of each
Public Testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in
length per agenda item, subject to the discretion of the Chair.
APPROVAL OF MINUTES:
November 20, 2009 meeting
UNFINISHED BUSINESS:

1. Adoption of Operating Guidelines: The Action Committee will continue
consideration of adopting the draft Operating Guidelines of the Puna Community
Development Plan Action Committee. (20 min)
a. Determine Regular Meeting Schedule: The Action Committee will determine
time and place of monthly meetings.
b. Determine Public Testimony Procedure: The Action Committee will
determine procedure for receiving Public Testimony.

c. Amendments proposed by Deputy Corporation Counsel: The Action
Committee will consider approval of an amended version of the draft Operating
Guidelines of the Puna CDP.
d. Other Amendments: The Action Committee will consider and act on other
amendments proposed by Members.
2. Puna CDP Action Committee Vision Statement, Mission Statement and Logo
Adoption: Action Committee Members, Dan Taylor and Jeffrey Krepps will present the
Action Committee with a draft vision and mission statement. The Action Committee
will review, discuss, and consider adoption or further revisions to the draft vision and
mission statement. (20 min)
3. Annual Report: The Action Committee will determine when the annual report will be
published. (10 min)
NEW BUSINESS:
1. Sub - Committees: The Action Committee will discuss and identify sub - committees by
topic in relation to the Puna CDP. (30 min)
a. Define Scope of Work: The Action Committee will define the scope of work
for the sub - committees
2. Action Committee Workshops: The Action Committee will discuss the need for
educational workshops, determining level of interest, workshop topics and workshop
dates. (20 min)

accommodations. "Other reasonable modification" refers to communication methods or devices for
people with disabilities who are mentally and /or physically challenged.
If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming
a lobbyist. (Article 15, Section 2- 91.3(b), Hawaii County Code). A lobbyist means, "any
individual engaged for pay or other consideration who spends more than five hours in any month or
$275 in any six -month period for the purpose of attempting to influence legislative or administrative
action by communicating or urging others to communicate with public officials." (Article 15,
Section 2- 91.3(a)(6), Hawaii County Code). Registration forms and expenditure report documents
are available at the Office of the County Clerk - Council 333 Kilauea Avenue (Ben Franklin
Building, 2nd Floor), Hilo, Hawaii 96720.
