Persons wishing to provide oral testimony are asked to submit a completed request form to the meeting Recorder prior to the completion of each Public Testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item during the public Testimony portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair. APPROVAL OF MINUTES: (5 min) January 21, 2009 meeting UNFINISHED BUSINESS: None NEW BUSINESS: 1. Guest Speaker Bill Walter, President W.H. Shipman, Ltd.: Mr. Walter to provide an update on the status of the Kea`au Town Conceptual Master Plan, the proposed amendments in Bill 194 and any other plans that W.H. Shipman, Ltd. may have for its lands within the Puna CDP planning area. Discussion to follow with the Action Hawai'i County is an Equal Opportunity Provider and Employer Committee members on the Puna CDP as it might relate to the plans of W.H. Shipman, Ltd. (60 min) 2. Subcommittee Reports: The Action Committee shall receive reports from the below listed subcommittees on their activities. The Action Committee may also discuss and act on recommendations provided in the subcommittee reports. a. Amendment Subcommittee: Provide the Action Committee with recommendations for a process to review and comment on all amendments to the Puna CDP, including those amendments proposed by the County Council in Bill No. 194 and the Friends of Puna's Future, and to report on community input activities by the subcommittee to date. Action Committee will take action on the recommendations of the Amendments Subcommittee. (25 min) b. Budget & Finance Subcommittee: Report on a proposed budget to provide staff support for all CDP Steering and Action Committees, as the case may be, a request for collaboration with other CDP AC and SC members; and any other funding strategies recommended for further action, including but not limited to the possibility of requesting allocation of $38,000 from the Puna Geothermal Public Benefits Fund. (15 min) c. Malama I Ka `Aina Subcommittee: Report on the outcomes of their February 8, 2010 meeting intended to receive input on articulation and prioritization of action items reported by Dan and Tian prior to the January 2010 AC meeting, and to seek additional comment on the Malama 1 Ka `Aina section. (15 min) d. Managing Growth Subcommittee: Report on the outcomes of meetings held since the January 2010 AC meeting. (15 rain) e. Transportation Subcommittee: No subcommittee meetings to report on since the January 2010 AC meeting. Opportunity for announcing any possible upcoming subcommittee activities (5 min) I Action Committee Workshops: Action Committee will entertain any suggestions by the Members for additional educational workshops, detennine the level of interest in suggested topics and scheduling of desired workshop dates. (5 min) 4. Amendments to the Puna CDP: The Action Committee shall engage in its review and discussion of the amendments to the Puna CDP introduced to date (25 min) a. Bill 194: Amendments referred to the Planning Director by letter dated 116110 from Donald Ikeda, Planning Committee Chair. b. Friends of Puna's Future: Amendments proposed to form Village /Town Center Planning steering committees dated 6119/09. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and /or physically challenged. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. (Article 15, Section 2- 91.3(b), Hawaii County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." (Article 15, Section 2- 91.3(a)(6), Hawaii County Code).
