Police Commission Meeting Page 3 March 16, 2001 • Corresp. 041, dated February 21, 2001, from Island Therapeutic Massage and other businesses in downtown Hilo, requesting assistance in dealing with increased crime in the area. • Corresp. 042, dated February 27, 2001, from corporation counsel, regarding assignments of deputy corporation counsels. • Corresp. 43, dated March 5, 2001, from police administration requesting a budget program review. • Corresp. 44, dated March 6, 2001, from the Kauai Police Commission, regarding the annual Hawaii State Police Commissioners' Conference scheduled for May 23 -25, 2001. • Corresp. 45, dated March 9, 2001, from the Honolulu Police Commission, requesting the commission's support in opposing Senate Bill 848, SDI relating to the law enforcement officers bill of rights. COMMITTEE REPORTS • Budget and Finance: Including monthly expenditures for month ending 1/31/01: Manago • Office Management and Staffing: Okabe and Muller • Rules and Policies: Hara • Contractual Services: Mills • Public Relations: Okabe and Moe CHIEF'S REPORT • Crime • Traffic • Personnel • Finance • Commendations UNFINISHED BUSINESS NEW BUSINESS • Complaint HPC 01 -07: Complainant alleged the police had not accepted his complaint about a man sitting in a truck near his business and that this is related to problems he has encountered since. He also alleged that a complaint he filed did not have enough information for the prosecutors to act upon. EXECUTIVE SESSION To consider charges brought against officers of the Hawaii County Police Department where matters affecting privacy will be considered and a closed meeting is requested by individuals involved and to consult with Corporation Counsel on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities. Police Commission Meeting Page 3 March 16, 2001 Consideration of Complaints • HPC 01 -05: Complainant alleged that in 1997 he was assaulted, but he was arrested, not the other person. • HPC 01 -06: Complainant was arrested for terroristic threatening. She alleged that the officers were discourteous and overbearing, not truthful, would not give her their badge numbers, and her shotgun had not been returned. • HPC 01 -08: Complainant was involved in a hit - and -run auto accident. He alleged that no higher ups were at the scene; the officer did not file a report, falsified records, and intimidated a witness. • HPC 01 -09: Complainant was arrested for DUI. He alleged that the handcuffs were too tight, was forced face down to the ground, and was not allowed to use the restroom. Deliberation of Complaints • HPC 00 -41: Complainant alleged that an officer harassed him by pulling in front of his vehicle and then drove very slowly for about half a mile. • HPC 00 -46: Complainant filed a harassment complaint. She alleged that the responding officer failed to perform his duty, failed to obey the laws, and was not impartial. (This complaint was deferred from the last meeting.) ACTION ON EXECUTIVE SESSION MATTERS ANNOUNCEMENTS • The next regular monthly meeting is scheduled for April 20 at 10:00 a.m., Aston Keauhou Resort, 78 -6740 Alii Dr., Kona.
