PERSONNEL ORDERS Nos. 2001 -125 to 2001 -146 COMMUNICATIONS • Minutes from the Kauai Police Commission dated September 28, 2001. • Correspondence 97, from Moya Gray, Director of the Office of Information Practices, thanking Chair Okabe for participating as a panelist on the First Annual Hawai'i Sunshine Conference on October 13, 2001. • Correspondence 98, copy of letter to Police Chief James Correa from A & A Hawai'i, expressing frustration and disappointment in the level of police services afforded to his tenants in the Keaukaha area with regards to vandalism and illegal activities. • Correspondence 99, Honolulu Police Commission roster. • Correspondence 100, from Corporation Counsel Lincoln Ashida informing of the Attorney General's opinion that they cannot suggest that the one -year residency requirement for department heads is unconstitutional. This is Hawai'i Revised Statutes 78 -1(b). Police Commission Meeting Page 2 November 30, 2001 • Correspondence 101, from Ted Sakai, Director of the State of Hawai'i, Department of Public Safety, thanking Chair Okabe for participating in the Law Enforcement Efficiency Task Force on August 1, 2001. • Correspondence 102, from Corporation Counsel Lincoln Ashida thanking him for participating in the panel discussion at the recent Office of Information Practices training. • Correspondence 103, from Corporation Counsel Lincoln Ashida thanking the commissioners for participating in the First Annual Hawai'i Sunshine Conference on October 12, 2001. • Correspondence 104, copy of memo to Akal Security informing them that their proposal to furnish investigative services to the Hawai'i Police Commission has been approved and accepted. He alleged performance of duty on the part of an officer who was handling the case. • HPC 01 -29: Complainant alleged that a sergeant wouldn't let him make a theft report. • HPC 01 -30: Complainant claims $1,000,000 worth of merchandise was stolen from his business. He alleged that an officer never returned his calls and merchandise has not been returned. • HPC 01 -31: Complainant claims $1,000,000 worth of merchandise was stolen from his business. He alleged that an officer has not made any arrests and merchandise has not been returned. He alleged that an officer could not communicate on how his crimes were related. • HPC 01 -33: Complainant alleged that while in jail, an officer wouldn't let him use the phone and insisted that the cellblock officer would make all calls. • HPC 01 -34: Complainant claims $1,000,000 worth of merchandise was stolen from his business. He alleged that the officer has not made any arrests and merchandise has not been returned. • HPC 01 -35: Complainant claims $1,000,000 worth of merchandise was stolen from his business. He alleged that an officer wouldn't allow him to put in a police report. • HPC 01 -36: Complainant claims $1,000,000 worth of merchandise was stolen from his business. He alleged that an officer has not made any arrests and merchandise has not been returned. • HPC 01 -39: Complainant claims $1,000,000 worth of merchandise was stolen from his business. He alleged that an officer has not made any arrests and merchandise has not been returned. • HPC 01 -40: Complainant alleged that two officers pushed his vehicle in a position on the roadway so that they could have it towed away. • HPC 01 -46: Complainant was involved in a traffic stop while driving a motorcycle. He alleged that an officer pulled out his weapon, choked him, threw him to the ground, and pounded his head. • HPC 01 -47: Complainant was involved in a traffic stop and was issued four citations. He alleged that this is a result of an incident that occurred in 1995, and he wants the case reopened. • HPC 01 -48: Complainant's rental house was burglarized. He complains about the investigation but does not name an officer or a specific misconduct. • HPC 01 -49: Complainant was involved in a traffic accident. He was cited for not having proof of insurance. He alleged that the officer should not have cited him because he did have insurance. ACTION ON EXECUTIVE SESSION MATTERS ANNOUNCEMENTS The next monthly meeting is scheduled for December 21, 2001, in the Hilo Police Station Training Room, Hawai'i Public Safety Building, 349 Kapiolani St., Hilo.
