remainingaspects of the selection process, which includesbutisnot limited to:the
timeline andprocess of selecting candidates to interview, which includes ranking the
candidates’written responses to questions they receivedfrom the Commissionand
selecting which candidates to interview; the interview process, including interview
questions;and the selection and appointment process.The Commission may enter a
closed executive session under HRS§92-5(a)(4) to consult with the board's attorney
on questions and issues pertaining to the board's powers, duties, privileges,
immunities, and liabilities related to the selection process of the Police Chief.
NEW BUSINESS
Per
Rule 3 (a)(2) of the County Police Commission’s Rules of Practice and
Procedure, the members of the Commission shall elect annually, in December,a chair
and vice chair to serve for the following calendar year.
Permitted Interaction Group (PIG):Discussion regarding the three-member PIG
formed on August 30, 2024, which was created to review and recommend amendments
to the Police Commission’s Rules of Practice and Procedure.The Commission terms
of two PIG members end December, 2025; therefore, these two Commissioners will
automatically cease to be PIG members. The Commission will decide whether to take
the report of the PIGat this meeting and then create a new PIG, or allow the PIG
created on August 30, 2024,to continue with onemember.
EXECUTIVE SESSION(CLOSED TO THE PUBLIC)
For the following agenda items, the Commission will meet in executive session to consider
charges against officers or employees of the police department, where matters affecting
privacy will be involvedand may consult with the board’s attorney on questions and issues
pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities
pursuant to HRS§92-5 (a)(2)(4)-20 (b).
CONSIDERATION AND INVESTIGATION OF COMPLAINTS(EXECUTIVE SESSION –
CLOSED TO THE PUBLIC)
HPC 25-38: Complainant alleges employee was rude and unprofessional.
HPC 25-40:Complainant allegesharassment by officers following multiple traffic
citations.

business days before the meeting.
Oral Testimony: Testimony must be related to an item on the agenda. The Commission will hear public
testimony at the beginning of the meeting or when the respective agenda item is called,or as allowed at
the sole discretion of the chair. Testifiers will be limited to five (5) minutes;please plan accordingly.
