DATE: Friday, December 19, 2025 TIME: 12:00 P.M. LOCATION: Hilo Planning Department Conference Room 101 Pauahi Street, Suite 3, Hilo, HI 96720 NOTICE REGARDING INTERACTIVE CONFERENCE TECHNOLOGY (ICT): Banyan Drive Hawai`i Redevelopment Agency members and members of the public may participate in this meeting via the Zoom interactive video conference platform or in person. A meeting held by interactive conference technology shall be automatically recessed for up to thirty (30) minutes to restore communication when audiovisual communication cannot be maintained with all members participating in the meeting or with the “in-person” location identified in this agenda. The meeting may reconvene when either audiovisual communication is restored, or audio-only communication is established after an unsuccessful attempt to restore audiovisual communication. If it is not possible to reconvene the meeting as provided in this section within thirty (30) minutes after an interruption to communication, the meeting shall be automatically terminated. BUSINESS OF THE AGENCY 1. DLNR Update on Banyan Drive: Candace Martin, Acting District Land Agent, Hawai`i District Land Office to provide a report of recent DLNR activities on Banyan Drive. 2. Hawaiʻi Community Development Authority (HCDA) Update on the Waiākea Peninsula: HCDA Executive Director Craig Nakamoto to provide an update on HCDA’s planning study of the Waiākea Peninsula. 3. Discussion on Bill Proposed to be Submitted to State Legislature to Establish the “Banyan Drive Community Redevelopment District”. HCDA Executive Director Craig Nakamoto to provide background and the process for establishing redevelopment districts. 4. Update on the Repurposing of the Former Uncle Billy’s Hilo Bay Hotel Site: Discussion with DLNR representatives, State and County legislators, County of Hawai’i and Banyan Drive Hawai`i Redevelopment Agency members on the repurposing of the former Uncle Billy's Hilo Bay Hotel site. ADMINISTRATIVE MATTERS 1. Approval of meeting minutes from the August 25, 2025, Banyan Drive Hawaiʻi Redevelopment Agency meeting. 2. Election of Chair and Vice Chair of the Banyan Drive Hawai’i Redevelopment Agency for the year 2026. 3. Scheduling of the next meeting date. ADJOURNMENT Submitting Written Testimony: Pursuant to § 92-3, HRS, interested persons who want to provide oral testimony may do so either at the time the committee takes public statements on the agenda, or at the time the specific agenda item is called. Please note that public testimony may be limited to three (3) minutes in length per agenda item. Those wishing to testify in person should register with the Commission Secretary at the in-person location at the meeting. Those submitting written testimony at the meeting should bring 6 copies for distribution. Testimony may be submitted by (1) mail to Hilo Planning Department at 101 Pauahi Street, Suite 3, Hilo, Hawaiʻi 96720; or (2) by email to planning@hawaiicounty.gov. In order for the Commissioners to timely receive written testimony and to be in compliance with Chapter 92, HRS, any interested person who wants to submit written testimony should submit his/her/their written testimony, which shall be received by the Commission, by Monday, December 15, 2025 by noon. Please submit separate testimony for each item. Timely written testimony will be distributed to the Commissioners by December 15, 2025 by 3:00 p.m. All oral and written testimony will be public record. Optional Alternative to Provide Remote Oral Testimony: The public may provide verbal testimony at the meeting location provided or by joining Zoom. Notice to Lobbyists: If you are a lobbyist, you must register with the Hawai‘i County Clerk within five days of becoming a lobbyist \[Article 15, Section 2-91.3 (b), Hawai‘i County Code\]. A lobbyist means “any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” \[Article 15, Section 2-91.3(a) (6), Hawai‘i County Code\]. If you need an auxiliary aid/service or other accommodation due to a disability, contact the Planning Department at (808) 961-8288 as soon as possible, and no later than five (5) working days prior to the meeting date. Requests made as early as possible have a greater likelihood of being fulfilled. Upon request, this notice may be made available in alternate/accessible formats. The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above matters.
