(Pursuant to HRS 92 -5 (2) and Hawai'i County Charter Section 13 -20 (b). APPROVAL OF MINUTES March 15, 2002, regular and executive sessions. PERSONNEL ORDERS Nos. 2002 -44 to 2002 -58. COMMUNICATIONS • Corresp. 17, from the County Committee on Finance, regarding the operating budget proposal for fiscal year 2002 -03. Council Member Curtis Tyler requests a 7.7% cut in budget proposals. • Corresp. 18, from Chief Correa, regarding the police department receiving the 2002 Touch of Light honorable mention award. • Corresp. 19, from Lilian Beaufrere, requesting to give an update of the Solutions 2002 Conference. • Corresp. 20, from the County Clerk informing that Peter L. Hendricks has been appointed to the Police Commission. • Corresp. 21, from the Hawai'i State Law Enforcement Officials Association, inviting the commissioners to the annual conference on Kauai scheduled for August 7 -9, 2002. (Pursuant to HRS 92 -5 (2) and Hawai'i County Charter Section 13 -20 (b). • INVESTIGATION AND DELIBERATION OF COMPLAINTS Complaint HPC 02 -06: Complainant alleged that an officer served her husband a TRO that stated he was to have no contact with their son. The officer later transported both of them together to his mother's house. The officer assisted in violating the TRO. Complaint HPC 02 -07: Complainant called the police station and did not like the manner in which an officer responded to her call. She alleged that he was not truthful. Complaint HPC 02 -10: Complainants were involved in an incident of disorderly conduct. The wife was arrested. They alleged that during the arrest, an officer was overbearing and used excessive and malicious force. The complaint was filed almost a year after the incident. Complaint HPC 02 -12: Complainant purchase a vehicle and did not receive the registration papers. She alleged that she spoke to an officer twice regarding this and he did not follow- through or make a report on her complaint. • STATUS REPORT OF COMPLAINTS REFERRED TO CHIEF CORREA ACTION ON EXECUTIVE SESSION MATTERS ANNOUNCEMENTS The next monthly meeting is scheduled for May 17, 2002, at the Keauhou Beach Resort, 78 -6740 Alii Dr., Kona.
