STATEMENTS ON AGENDA ITEMS — Closed to the public (executive session) To consider discipline and charges against officers or employees of the Hawai'i County Police Department where consideration of matters affecting privacy will be involved and a closed session is requested and to consult with Corporation Counsel on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92 -5 (2) and Hawai'i County Charter Section 13 -20 (b). PERSONNEL ORDERS • Nos. 2003 -004 to 2003 -024 COMMUNICATIONS • Maui Police Commission minutes of January 15, 2003. • Correspondence 03 -04, from Chief Lawrence Mahuna regarding the department's goals for 2003. • Correspondence 03 -05, from Deputy Corporation Counsel Joseph Kamelamela regarding judgment in CV 02 -00500 HG /BMK. • Correspondence 03 -06, from the County Council, regarding Resolution No. 33 -03 authorizing representation for Officer Mark Farias in Civil No. 02- 1- 0149K. • Correspondence 03 -07, from Chief Lawrence Mahuna regarding the 2003 -04 budget review meeting scheduled for March 14, 2003. • Correspondence 03 -08, from the Honolulu Police Commission regarding the 2003 State of Hawaii Police Commissioners' Conference scheduled for April 24 -25, 2003. Investigation and deliberation of complaints. Complaint HPC 03 -01: Complainant alleged that an officer cited her for no seatbelt but did not cite another vehicle. Complaint HPC 03 -02: Complainant alleged that while responding to his call that two men were removing parts from an abandoned vehicle, an officer spoke to him in a rude manner.
