To consider discipline and charges against officers or employees of the Hawaii County Police
Department where consideration of matters affecting privacy will be involved and a closed
session is requested and to consult with Corporation Counsel on questions and issues
pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to
HRS 92 -5 (2) and Hawaii County Charter Section 13 -20 (b).

reopen her complaint.

• Correspondence 03 -130, from Jack Brunton, giving the commission a copy of The
Rights of Law Enforcement Officers on a long -term loan.

Correspondence 03 -128, Lisa J. Sims - Hulsey requests that her case be re- opened.
• Correspondence 03 -131, from Commissioner de Silva regarding the Hawaii County
Police Commission's powers as stated in the County Charter.

EXECUTIVE SESSION
To consider discipline and charges against officers or employees of the Hawaii County Police

• Status report of complaints referred to Chief Mahuna.
• Investigation and deliberation of complaints.
HPC 03 -31: Complainant alleged that an officer misused his position and intimidated
her when he spoke to her while off -duty and led her to believe that he was on duty.
(Deferred at previous meeting.)
HPC 03 -35: Complainant was arrested for cruelty to animals and complained about the
procedures and process during his arrest.
Correspondence 03 -129, from Corporation Counsel Ashida regarding request for
records by Jack Brunton.
