To consider discipline and charges against officers or employees of the Hawaii County
Police Department where consideration of matters affecting privacy will be involved and a
closed session is requested and to consult with Corporation Counsel on questions and
issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities
pursuant to HRS 92 -5 (2) and Hawaii County Charter Section 13 -20 (b).

prohibited practice complaint filed by SHOPO. SHOPO believes that it is ill- advised

and premature for the police commission to adopt new rules, regulations, and
procedures.
• Correspondence 04 -12, from Commissioner Paul de Silva requesting an inquiry into the
alleged attendance of two Hawaii County Police Commissioners during a proceedings
of the Administrative Review Board.
• Correspondence 04 -13, from Director of Finance giving notice to proceed with the
commission's new investigator, Dan Boe, dba Legal Eyes Investigative Services.

HPC 04 -02: Complainant alleged that two officers failed to maintain an impartial
attitude towards her by putting her at fault in a vehicle accident.
HPC 04 -04: Complainant alleged that they called the police department for personal
assistance, but no one came down to their home.
HPC 04 -08: Complainant alleged that an officer stared at him while he drove by and
then passed by his house again.
EXECUTIVE SESSION
