Kimo Alameda, Ph.D. Mayor John Pelletier Raymond Kirchner Heather Korotie Vacant Charles Young, Chair Nancy Pisicchio, Vice Chair Charla Thompson David Huerta Roselyn Molina November 6, 2025 Planning Department County of Hawaiʻi 101 Pauahi Street, Suite 3 Hilo, Hawaiʻi 96720 Subject: Kona Community Development Plan Action Committee – Request for Funding to Support Comprehensive Review and Update of the 2008 Kona Community Development Plan (As Amended September 2019) Aloha Director Darrow: The Kona Community Development Plan (KCDP) Action Committee proposes undertaking a comprehensive review of the KCDP, as required by Hawaiʻi County Code, Section 16-3. To initiate this undertaking, the Committee requests that the Planning Department update the technical studies that formed the foundation of the 2008 KCDP. These studies should reflect current conditions and include projections for 5,- 10-, and 15-year horizons. Specifically, the Committee requests updates to the following: 1. Housing Availability Plan 2. Projected Population Growth Study 3. Grey Infrastructure Studies, including: a. Water b. Wastewater and Wastewater Recycling c. Multi-modal Transportation d. Parks, Recreation, and Green Infrastructure e. Solid Waste Disposal f. Emergency Services Given that these foundational studies are now nearly twenty years old, updated analyses are essential to ensure that the next KCDP accurately reflects community needs, infrastructure capacity, and future growth trends. The KCDP Action Committee also requests the opportunity to collaborate with the Planning Department in identifying key priorities and focus areas for these studies as part of the review and update process.
