To consider discipline and charges against officers or employees of the Ha wai i County
Police Department where consideration of matters affecting privacy will be involved and
a closed session is requested and to consult with Corporation Counsel on questions and
issues pertaining to the commission s powers, duties, privileges, immunities, and
liabilities pursuant to HRS 92 -5 (2) and Hawai i County Charter Section 13 -20 (b).

their report on marked police vehicles. (Deferred to Kona meeting.)
• Correspondence 04 -36, copies of letters sent to the Honolulu Police Commission
relating to Kamehameha Kane's complaints against the Hilo County Police
Department of criminal negligence in denial to file his complaint letters and failure to
return the criminal case number.
• Correspondence 04 -37, relates to copies of documents submitted by Trina -Lei K.
Lake and the commission's inquiry into the purpose of her submittal.
• Correspondence 04 -38, invitation from the Hawaii State Law Enforcement Officials
Association to its annual conference on September 15 -17, 2004.
• Correspondence 04 -39, relates to Council Member Leningrad Elarionoff's request to
give a presentation to the commission on character building on July 16, 2004.
• Correspondence 04 -40, from Chief Thomas Phillips of the Maui Police Department,
thanking the commission for its letter recognizing Detective Jayson Rego for his
assistance in locating a complainant.
• Correspondence 04 -41, from Chief Lawrence Mahuna submitting the 2004 -05
approved budget.
• Correspondence 04 -42, copy of letter from Commissioner Paul de Silva to Mayor
Kim giving his opinion relating to the possible settlement of the police union's
complaint filed with the HLRB on March 17, 2004.
• Correspondence 04 -43, from the Office of the Ombudsman informing of a
complaint filed about the Police Commission's investigation and disposition of
Complaint HPC 03 -22.
• Correspondence 04 -44, from Chief Lawrence Mahuna submitting the Annual Report
of the Hawaii County Police Department's Fiscal Year 2002 -03.
• Correspondence 04 -45, from William Domingo and Cheryl Marie Turner requesting
the commission's assistance in their case with CPS.

UNFINISHED BUSINESS
• Reconsideration of Complaint HPC 04 -18. Complainant was involved in a traffic
stop. He alleged that the officer had a racist attitude, lied, and falsified charges. He
requests a reconsideration of the commission's decision to exonerate the officer.
• Recommendations for Improvement to the Disciplinary System of the Hawaii County
Police Department.
• Prohibitive practices complaint filed by SHOPO. SHOPO believes that it is ill advised
and premature for the police commission to adopt new rules and procedures.
• Inquiry into the alleged attendance of two Hawaii County Police Commissioners
attending a proceeding of the Administrative Review Board.
• Review of draft of revised rules.
NEW BUSINESS
Investigation and Deliberation of Complaints
HPC 04 -21: Complainant alleged that an officer committed perjury. Complaint was
deferred to Kona meeting in order for complainant to obtain additional court
transcripts.
HPC 04 -24: Complainant alleged that during his arrest, two officers used excessive
physical force.
