NOTICE OF PUBLIC MEETING

NOTICE IS HEREBY GIVEN of the following matters to be considered by the County of
Hawai`i's Public Access, Open Space, and Natural Resources Preservation Commission
PONC) in accordance with the provisions of Chapters 91 and 92, Hawai'i Revised Statutes, the
Hawai'i County Code Section 2-215, and the Commission's Rules of Practice and Procedure
amended May 2023).
Public Participation: This is an in-person meeting and the Commissioners will participate in
person. Members of the public wishing to participate may either attend in person, giving oral or
written testimony, or may submit written testimony prior to the meeting's commencement.
To ensure timely delivery of your testimony to the Commissioners prior to the meeting, please
submit written testimony no later than 12:00 noon two business days prior to the meeting, by (1)
email to ponctestimony(&-hawaiicounty.aov, (2) by mail to PONC Commission at 25 Aupuni
Street, Suite 1002, Hilo, Hawaii 96720, or(3) by fax to (808) 961-8248 attention PONC
testimony. Testimony may also be provided either in writing or orally at the in-person meeting.
All written testimony, regardless of time of receipt, will be made part of the permanent record.
Please submit separate written testimony for each agenda item.
Anyone who requires an auxiliary aid or service, or other accommodation due to a disability,
please contact the Property Management Division at (808) 961-8069 and/or
PONC@hawaiicounty.gov as soon as possible. If a request is received later than five business
days prior to the meeting date, we will try to obtain the auxiliary aid/service or other
accommodation, but we cannot guarantee that the request will be fulfilled.

AGENDA
I. ROLL CALL:
Chair Chang to open the meeting, review meeting procedures, and take the
Commission roll call. (Please turn off your cell phones or set them to silent mode.)
II. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS:
Pursuant to H.R.S. § 92-3, oral testimony may be provided at the beginning of the meeting
or immediately preceding the agenda item being opened for deliberation by the
Commission.
III. OLD BUSINESS:
1. Discussion and potential recommendation regarding Kupa Aina O Keauhou
application STU.26-04.
2. Discuss the Permitted Interaction Group report regarding grant application scoring
and potential action.
IV. DEPARTMENT OF FINANCE REPORT
1. Provide information to the Commission regarding the NOAA grant awarded to the
County of Hawai'i for Puapua'a with invited input from the Office of Sustainability,
Climate, Equity and Resilience.
2. Property Management to provide an update on fund balances and acquisitions
3. Status update on past stewardship grants.
V. DEPUTY CORPORATION COUNSEL REPORT
1. Deputy Corporation Council to provide guidance on legal requirements of the rule-
making process
VI. NEW BUSINESS:
1. Discuss the minimum scoring threshold for property recommendations made to the
Mayor, and if necessary, create a Permitted Interaction Group to determine if a Rule
change is warranted.
VII. MINUTES:
1. Approval of the draft minutes from the November 10, 2025, regular meeting.
Vill. ANNOUNCEMENTS:
1. The next public meeting is scheduled for Monday, March 9, 2026 at the West Hawai'i
Civic Center, 74-5044 Ane Keohokalole Hwy, Kailua-Kona, Hawai'i 96740.
2. Suggest agenda items for the March 9, 2026 regular meeting.

NOTICE TO LOBBYISTS
If you are a lobbyist, you must register with the Hawaii County Clerk within five days of
becoming a lobbyist. {Article 15, Section 2-91.3(b), Hawaii County Code} A lobbyist means,
any individual engaged for pay or other consideration who spends more than five hours in any
month or$275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public officials."
