CALL TO ORDER AND ROLL CALL II. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS Public statements must be related to items specifically listed on this agenda. Statements may be provided at the start of the meeting or when the specific agenda item is called. Testifiers are limited to a maximum of five (5) minutes. III. APPROVAL OF MINUTES December 19, 2025, regular and executive sessions. IV. DISCUSSION REGARDING SELECTION OF POLICE CHIEF The Commission will discuss and possibly make decisions regarding any remaining aspects of the selection process, which include, but are not limited to- • Finalizing the interview questions- there was a tie regarding two categories of questions- the Commission will decide whether to allow the Chairperson to decide which question to use. • The Commission will discuss how it intends to narrow the candidates, e.g., after the interviews are conducted, the Chair could ask each Commissioner to state their top three candidates. • Finalizing any interview format issues, including a maximum of five minutes to answer each question; and Hawai`i County is an Equal Opportunity Provider and Employer. Hawai'i Police Commission Special Meeting Agenda January 29, 2026 Page 2 • Offer of employment, including conditions such as a criminal background check and background investigation; • Order of interviews: The Commission will discuss the order and scheduling of the interviews; and • Any other aspect of the selection process. The Commission may enter a closed executive session under HRS §§ 92-4 and 92- 5(a)(4) to consult with the board's attorney on questions and issues pertaining to the board's powers, duties, privileges, immunities, and liabilities related to the selection process of the Police Chief. V. POLICE CHIEF INTERVIEWS The Commission will interview the candidates for the position of Chief of Police, listed below in alphabetical order: • Chad Janis • Jennifer Krauss • Anthony Kumamaru • Reed Mahuna • John Matagi • Kenneth Quiocho • Timothy Wilson • Paul Yang VI. SELECTION OF POLICE CHIEF The Commission may discuss and decide which candidate is the best fit for Chief of Police, which includes a conditional offer of employment to the chosen candidate. VII. ANNOUNCEMENTS The next regular meeting is scheduled for Friday, January 30, at 9.00 a.m., at the West Hawaii Civic Center, Building A Council Chambers, Ane Keohokalole Highway, Kailua-Kona, HI. VIII. ADJOURNMENT Meeting Instructions and Information Meetinq Format and Livestream: This is an in-person meeting and not a remote meeting under HRS 92-3.7. The meeting will continue regardless of any loss of audiovisual communication. Please submit written testimony by 12:00 noon, two business days before the meeting. Oral Testimony: Testimony must be related to an item on the agenda. The Commission will hear public testimony at the beginning of the meeting or when the respective agenda item is called, or as allowed at the sole discretion of the chair. Testifiers will be limited to five (5) minutes; please plan accordingly. Special Assistance: The in-person meeting is accessible to persons with disabilities.
