Hawaii County Police Commission Page 2 November 16, 2007 • Correspondence 07 -23, from Chair Lassiter to Mayor Kim regarding her attendance to the National Association of Civilian Oversight of Law Enforcement Conference. • Administrative Notice No. 2007 -102, notification of repairs to the public safety complex roof and indoor firing range. • Administrative Notice No. 2007 -111, regarding political campaign restrictions for all county officers and employees. • Maui Police Commission Minutes of October 17, 2007. • Kauai Police Commission Minutes of August 24 and September 28, 2007 COMMITTEE REPORTS • Budget and Finance (Whittemore /Kaoiwi) • Office Management and Staffing (Lassiter /Morimoto) • Rules and Policies (Lund kvist /Mitchell) • Contractual Services (vacant) • Public Relations (Politano /Robinson) CHIEF'S REPORT Including: • Crime • Traffic • Personnel • Finance • Commendations • Other departmental activities 10:30 A.M.: INVESTIGATION AND DELIBERATION OF COMPLAINTS STATEMENTS ON COMPLAINTS (open to the public) EXECUTIVE SESSION (closed to the public) To consider discipline and charges against officers or employees of the Hawaii County Police Department where consideration of matters affecting privacy will be involved and a closed session is requested and to consult with Corporation Counsel on questions and issues that pertain to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92 -5 (2) and Hawaii County Charter Section 13 -20 (b). • STATUS REPORT OF REFERRED AND EXTERNAL COMPLAINTS • STATEMENTS ON COMPLAINTS • INVESTIGATION AND DELIBERATION OF COMPLAINTS ➢ HPC 07 -43: Complainant alleged that officers are always responding to a woman's complaints about her neighbors. Hawaii County Police Commission Page 3 November 16, 2007 ➢ HPC 07 -46: Complainant alleged that he was wrongfully accused of DUI and being noncompliant, that he was assaulted, not given medical assistance, and was kept in jail over night. ➢ HPC 07 -47: Complainant alleged that during a fight at a club, arresting officers pushed and cursed at him. ➢ HPC 07 -48: Complainant alleged that a woman denied his version and was rude. ➢ HPC 07 -49: Complainant alleged that he was assaulted, he was the victim, yet he was arrested. ➢ HPC 07 -50: Complainant alleged that an officer used profanity at him. ➢ HPC 07 -51: Complainant alleged that an officer should have given the other driver in her hit - and -run accident more citations and should have arrested him. • Preliminary work on annual evaluation of Police Chief Mahuna. ACTION ON EXECUTIVE SESSION MATTERS STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS ANNOUNCEMENTS • The Police Commission's next monthly meeting will be on December 21, 2007, at 9:00 a.m. in the Waimea Civic Center Conference Room, 67 -5189 Kamamalu St., Waimea. • Collection of files and documents.
