Operating Procedure

This procedure is for internal use only and does not enlarge an employee’s civil liability in any way. The procedure
should not be construed as creating a higher duty of care, in an evidentiary sense, with respect to third party civil
claims against employees. A violation of this procedure, if proven, can only form the basis of a complaint by this
department for non-judicial administrative action in accordance with the laws governing employee discipline. This
procedure shall supersede and replace all prior policies and procedures, oral or written, between or among the
parties concerning the matters governed hereby.

I. PURPOSE To provide guidelines for the use of AMR (American Medical Response) in providing backup advanced life support 911 emergency ground ambulance services to the County of Hawai‘i.
II. APPLICABILITY This procedure shall apply to all uniformed and FCCC (Fire Communications Control Center) personnel within HFD (Hawai‘i Fire Department).
III. RESPONSE PROCEDURE: A. Whenever incident operations result in the dispatching and concurrent assignment of Medic-1 and Medic-3, the Hilo AMR unit currently designated as AMR-1 (or AMR-2 if available) shall be dispatched to the next emergency medical services incident in district 1,
district 2, district 3, or district 4 along with the appropriate HFD Engine Company. B. Whenever incident operations result in the dispatching and concurrent assignment of Medic-5, Medic-18 and Medic-10, the Hilo AMR unit, currently designated as AMR-1 (or AMR-2, if available) shall be dispatched to the next emergency medical services incident in district 5, district 18 or district 10
C. Whenever incident operations result in the dispatching and concurrent assignment of
Medic-7 and Medic-12, the Kona AMR unit, currently designated as AMR-7, shall be dispatched for the next EMS incident in District 7 or District 21 along with the appropriate HFD Engine Company. D. AMR personnel are not authorized to cancel any responding HFD unit.
E. In the event the AMR unit leaves the scene before HFD's arrival, whether to transport or
because there was no incident found on scene, the respective company officer shall document this in the incident report and document the call as cancelled en route. F. In the event of a potential mass casualty incident, where more than two ambulances are dispatched, AMR-1 (or AMR-2, if available) (Hilo) or AMR-7 (Kona) shall be dispatched
prior to the third available HFD medic unit. Consideration should be given to a reasonable
response time. G. All AMR units are equipped with radio equipment programmed with Fire Department talk groups, and all operational communications shall be conducted using the radio system. H. HFD shall not drive or operate AMR vehicles.
