3. The Commission may authorize a higher salary rate for a position upon request by the appropriate appointing authority. The request shall be
accompanied by a reasonable explanation upon which the Commission may act.
4. The Commission shall periodically review and adjust the compensation of
the executives and elected officials so that their total salaries and benefits have a reasonable relationship to compensation of other employees in
the public and private sectors.
