EXECUTIVE SESSION (approximately 10:00 a.m.)
To consider discipline and charges against officers or employees of the Hawaii Police
Department where consideration of matters affecting privacy will be involved and to consult
with Corporation Counsel on questions and issues pertaining to the commission's powers,
duties, privileges, immunities, and liabilities pursuant to HRS 92 -5 (2) (4) and the Hawaii
County Charter Section 13 -20 (b).
• Status Report of Internal and Referred Complaints
• Discussion and Clarification of Complaint Issues and Police Department's
Policies and Training
• Investigation and Deliberation of Complaints
➢ HPC 10 -23: Complainant made a complaint about the manner in which she was
arrested in 2008. The commission will only determine whether or not to accept the
complaint because it was received one year and nine months from the date of the
incident.
➢ HPC 10 -27: Complainant alleged that an officer pulled him over without just cause
which made him feel threatened.
➢ HPC 10 -28: Complainant alleged that he has been humiliated when making reports
at the Kona police station and that an unidentified officer in an unmarked car yelled
at him.

2010, at 9:00 a.m., in the Aupuni Center Conference Room, 101 Pauahi St., Hilo
(across street from Hawaii County Building).
