PROCLAMATION TERMINATING THE EMERGENCY PROCLAMATION
RELATING TO THE FEBRUARY 2026 SEVERE WEATHER EVENT
WHEREAS, on February 8, 2026, pursuant to Hawaii Revised Statutes (HRS) § 127A-
14(b), the Charter of the County of Hawaii § 13-23, Hawai'i County Code § 7-1-6(a), and based
on the available data, I issued the Emergency Proclamation Relating to the February 2026 Severe
Weather Event; and
WHEREAS, when the emergency proclamation was issued, there were an active National
Weather Service (NWS) Flood Watch and High Wind Warning for the entire State of Hawaii,
and a Winter Storm Warning for the Big Island Summits above 11,000 feet, all expected to be in
effect through February 9, 2026; and
WHEREAS, the forecasted impacts to the County of Hawaii during this period included
heavy rainfall, thunderstorms, flash floods, damaging winds, and heavy snow accumulations on
the Big Island Summits; and
WHEREAS, the relevant NWS watches, warnings, and/or advisories affecting the County
of Hawaii are no longer in effect, and the dangers, threats, and/or circumstances supporting the
emergency proclamation have waned;

NOW, THEREFORE, I, C. KIMO ALAMEDA, Mayor of the County of Hawaii, hereby
terminate the Emergency Proclamation Relating to the February 2026 Severe Weather Event
dated February 8, 2026, pursuant to HRS § 127A-14(c) and (d), effective immediately, as I find
that the local state of emergency is no longer necessary.
