WHEREAS,on February 8,2026,pursuant to Ilawai`i.Revised.Statutes(HRS) § 1.27A-
14(b)„the Charter of the County of Hawaii § 13-23„1lawai`i County Code §7.1-O(a),and based
oil the available data,I issued the Emergency Proclamation Relating to the February 2026 Severe
Weather Event;and.
WHEREAS,when the emergency proclamation was issued,there were;tin active. National
Weather Service.(NWS) Flood Watch and High Wind Warning for the entire State of Hawaii,
and a Winter Storer Warning for the Big Island Summits above 11,000 feet,all expected to be in
effect through February 9,2026;and
WHEREAS,the forecasted impacts to the County of Hawaii during this period included
heavy rainfall,thunderstorms„flash floods,darnaging winds,and heavy snow accumulations on
the Big Island Sunnuits;and
WHEREAS,the relevant NWS watches,warnings,and/or advisories affecting the County
of I lawai`i are no longer in effect,and the dangers,threats,and/err circumstances supporting the.
emergency proclamation have;,waned;
