The primary restaurant space will consist of kitchen facilities, a sushi bar and a bistro bar with bar seating for the service of meals and alcohol beverages. The exterior lanai area tables will provide additional seating for dining. Applicant will have its staff monitoring the proposed licensed premises to ensure that customers are adhering to the rules and regulations regarding the sale and service of alcohol. Waltjen Director SUBJECT: Alcohol Compliance Training Program, Training, of Trainers Provided by the National Alcohol Beverage Control Association and the National Liquor Law Enforcement Association, February 9-12, 2026 Arlington, Virginia Pursuant to Section 2-100(b) of the Hawaii County Code 1983 (as amended), the following report is submitted for the training I attended in Arlington, Virgina to become a nationally certified alcohol law compliance trainer. The training was provided by the National Alcohol Beverage Control Association (NABCA) and National Liquor Law Enforcement Association (NLLEA) and was titled "Alcohol Compliance Training (ACT) Train the Trainer Session. The training was held February 9-12, 2026. National Alcohol Beverage Control Association (NABCA) background NABCA is a national association that was founded in 1938. NABCA's mission is to support alcohol compliance efforts that: 1) protect public health and safety; and 2) ensure responsible and efficient systems for alcohol beverage distribution, sales, and service. NABCA provides research, analytics, and alcohol regulatory information to organizations and agencies responsible for alcohol compliance/enforcement. National Liquor Law Enforcement Association (NLLEA) background The NLLEA is a non-profit association for law enforcement personnel that enforce liquor laws and regulations in the United States and Canada. NLLEA focuses primarily on enforcement issues related to the liquor industry and the professional development/training of its alcohol law enforcement (ALE) membership through an annual conference. Alcohol Compliance Training; (ACT) program background The ACT program is meant to standardize alcohol law enforcement training. The ACT program provides law enforcement officers from across the country with the necessary knowledge, skills, and ability to enforce alcohol laws effectively. This program is intended to address and fulfill the need for a Hawaii County is an Equal Opportunity Provider and Employer Mayor Alameda Page -2- February 23, 2026 comprehensive, standard -based, state-of-the-art alcohol law enforcement and regulatory training program for alcohol regulatory officers, agents, and other specific audiences. The ACT program was developed by NABCA and NLLEA and is set up to be taught over a five-day period but can also be taught as stand-alone courses depending on the needs of the agency requesting the training. There are nearly two dozen specific training modules that are available. Some of the training offered cover topics such as Sales to Minors, Constitutional Law/Unreasonable Search & Seizure, Undercover Operations, Violent Crime/Nuisance Investigations, Administrative Hearings, Criminal Prosecution. Both NABCA and the NLLEA believe that public safety can only be enhanced by this national effort at standardizing alcohol regulatory training. Focus of Training and Subject Matter Covered: The purpose of this training was for me to become a nationally certified alcohol law compliance trainer for the ACT program. I was one of ten alcohol law enforcement (ALE) personnel selected from across the country to become a trainer for ACT. Overall, there are approximately 15-16 ACT trainers from various states such as Delaware, Ohio, Idaho, North Carolina, Pennsylvania, and Mississippi. r A Mayor Alameda Page -3- February 23, 2026 The training I received included classroom sessions about the ACT program, the history of alcohol, effective public speaking, alcohol law enforcement issues and tactics. There was homework and each student was required to do a presentation on an alcohol enforcement topic. We were evaluated and critiqued by our trainers and fellow classmates on our presentation style, our use of visual aids and technology, and the effectiveness of our presentation method. We also fine-tuned the curriculum that would be offered. While each trainer is expected to be able to teach every module being offered by ACT, we are also designated as "subject matter experts" in specific modules. In this inaugural class, I am the only licensed attorney and former prosecutor and former county attorney so my subject matter areas of expertise include: Constitutional Law/Searches & Seizures/Use of Force; Inspections; Criminal Prosecution; Basic Criminal Investigation and Report Writing. At the end of the training, I received a training certificate. IMN Alcohol Compliance Training (ACT) Training of Trainers Presented by the National Alcohol Beverage Control Association (NABCA) and the National Liquor Law Enforcement Association (NLLEA) Instructor Development Training Certificate Brandon Gonzales Has successfully completed the ACT TOT by attending training facilitated by NABCA and NLLEA held February 10-12, 2026, in Arlington, Virginia Meal t , NABCA President and CEO Carrie Christofes, NLLEA Executive Director Since I am geographically located the furthest west of all the other ACT trainers, I may be asked to provide ACT training to agencies and departments in the western to mid -west region of the country. Given my subject matter expertise, I may also be asked to provide ACT across the country. ACT trainers will be sent in training teams to provide the ACT training when requested and approved by NABCA, since NABCA will be funding the training costs. Mayor Alameda Page -4- February 23, 2426 Benefits of Attendance: Participating in the creation and deployment of the ACT program is the result of our Department being able to attend previous NABCA and NLLEA conferences and trainings. This underscores the importance of being able to attend, participate, and network with national organizations and other regulatory/enforcement agencies on a face-to-face basis. For government agencies that may not be able to send ten or twenty personnel to a training facility, taking the training to those agencies to control costs is a great option. This was a great learning experience. Not only did I learn a lot of specific subject matter about alcohol law enforcement but I also enjoyed being able to see and learn various presentation styles and techniques. The sharing of knowledge and contributing to the development of a national curriculum for alcohol compliance training was also exciting.
