and comment.

2026 Public Notice Publication: Publish notice in a newspaper and mail to requested parties at least 30 days before the hearing. Rule 1-3-2(a)

2026 Comment Review: Director considers all relevant comments, materials, and potential impacts before final action. Rule 1-3-4
