telephone, or in -person. Anyone may provide oral testimony on any agenda item at the meeting.

The meeting shall be automatically recessed for up to thirty (30) minutes to restore communication
when audiovisual communication cannot be maintained with all members participating in the meeting
and with the in -person location identified in this agenda. The meeting may reconvene when either
audiovisual communication is restored, or audio -only communication is established after an
unsuccessful attempt to restore audiovisual communication. If it is not possible to reconvene the
meeting as provided in this section within thirty (30) minutes after an interruption to communication, the

C. For Discussion and Action - Social Media Handle, update from Chair. Drafting guidelines
for social media and external communications consistent with C of Hawaii and
Prosecuting Attorney's Office.
D. For Discussion and Action — Establishing vendor list and vote on items for CS Swag
bags.
E. For Discussion - Creating Survey for CSW for public use in collecting date from women
of the community. Discussion on who would create survey and what questions need to
be asked.

A. For Discussion - Chair Parks will go over committee member attendance and open
committee seats for appointment by the Mayor's Office.
B. For Discussion — Timeline for Expenditure/Encumbrance of FY26 budget appropriation,
identification of potential purchases

D. For Discussion and Action - Current 2026 legislative session bills that CSW can show
support and provide testimony. Including Bi-partisan Women's Legislative Caucus bill
package.
a. SB2843/HB1959: Relating to Domestic Violence -Extends for five years
certain provisions from Act 19, SLH 2O20, and Act 238, SLH 2O21, relating to
abuse of family or household members, including establishing a petty
misdemeanor offense of abuse of family or household members, clarifying
penalties for violations, and allowing a deferred acceptance of guilty plea for
misdemeanor and petty misdemeanor abuse of family or household members
offenses. Effective 6/29/2026.
b. SB2841/HB1960: Relating to Human Trafficking -Requires the Department of
the Attorney General to develop a Human Trafficking Awareness Training
Program to educate and train workers in the transient accommodations sector.
Requires transient accommodations employers to periodically provide the human
trafficking awareness training to certain employees and contract workers; keep
records of the training; post signage; and develop and implement a human
trafficking prevention policy that includes procedures for the reporting of
suspected human trafficking. Establishes penalties. Requires the Department of
Labor and Industrial Relations to adopt rules.
c. SB2845/HB1961: Relating to Health Care -Prohibits persons from interfering
with another person's access to or from a health care facility or disrupting the
normal functioning of a health care facility. Makes violations a petty
misdemeanor. Establishes a private right of action for individuals and health care
facilities harmed as a result of interference with a health care facility. Authorizes
the Attorney General to bring an action for injunctive or other equitable relief.
d. SB2842/HB1962 Relating to Family -Establishes an exemption from mediation
in parentage proceedings where there are allegations of domestic abuse.
Clarifies the exemption from mediation in divorce proceedings as it relates to
domestic abuse.
e. SB2844/HB1963: Relating to Image -Based Sexual Abuse -Establishes the
nonconsensual disclosure of intimate or private images as a criminal offense.
Amends the criteria for an extended term of imprisonment to include an offender
whose act of attempting to commit or committing the nonconsensual disclosure
of intimate or private images against a minor or vulnerable adult resulted in the
victim's death.
f. HR5/HCR6, SR7/SCR7: -Affirming and supporting the requirement that hospitals
provide life-saving emergency care to pregnant people, including reproductive
and abortion services, when such care is medically necessary to stabilize a
patient under the Emergency Medical Treatment and Active Labor Act.
E. For Discussion and Action — Determine use or distribution of Gift Cards being held by
Prosecutors Office that was purchased for the FY2025 approved Equal Pay
Project.
F. For Discussion and Action - Updating the Annual Hawai'i Island Family Services
Directory for 2026-2027
G. For Discussion and Action — Adoption of the County of Hawaii CSW Operating
Procedures update for 2026 & 2027 fiscal.
H. For Discussion and Action —Updating of Hawaii County CSW Bylaws (revised 2015)
I. For Discussion and Action — Adoption of Annual Plan for fiscal year 2025-2026
J. For Report —Attendance of Farrah on behalf of CSW at the West Hawaii Family Violence
Interagency Fair on 03/06/26.
IX. ANNOUNCEMENTS
A. Next meeting: Wednesday, April 151" at 11:30 a.m., (in person or via zoom). If any
member of the Committee is unable to attend the scheduled meeting, please contact
support staff at least one (1) day prior to the meeting date.
B. Please share agenda items twelve (12) days prior to next meeting date (agenda item
deadline: April 1st 2026)
C. Duration of meetings shall not exceed 2hrs., any items not covered on the agenda shall
be continued by way of vote to the next regular meeting.
X. ADJOURNMENT
Executive Session: An executive session may be called in order for the Committee to consult with its
attorney on questions and issues pertaining to the committee's powers, duties, privileges, immunities and
liabilities, pursuant to Section 92-5 (a)(4), Hawaii Revised Statutes.
Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County Clerk within five
days of becoming a lobbyist [Article 15, Section 2- 91. 3( b), Hawaii County Code]. A lobbyist means
If
any individual engaged for pay or other consideration who spends more than five hours in any
month or $275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public officials." [ Article
15, Section 2- 91. 3 ( a)( 6), Hawai`i County Code]. Registration forms and expenditure report
documents are available at the Office of the County Clerk -Council, 25 Aupuni Street, Hilo, Hawaii
96720.
