LOCATION:Hilo Planning Department Conference Room 101 Pauahi Street, Suite 3, Hilo, HI 96720 NOTICE REGARDING INTERACTIVE CONFERENCE TECHNOLOGY (ICT): Banyan Drive Hawai`i Redevelopment Agencymembers and members of the public may participate in this meeting via the Zoom interactive video conference platformor in person. A meeting held by interactive conference technology shall be automatically recessed for up to thirty (30) minutes to restore communication when audiovisual communication cannot be maintained with all members participating in the meeting or with the “in-person” location identified in this agenda. The meeting may reconvene when either audiovisual communication is restored, or audio-only communication is established after an unsuccessful attempt to restore audiovisual communication. If it is not possible to reconvene the meeting as provided in this section within thirty (30) minutes after an interruption to communication, the meeting shall be automatically terminated. BUSINESS OFTHEAGENCY 1. Legislative Update on the Peninsula: Invited members of the State Legislature to provide updates on the status of the 2026 legislative session bills affecting the Peninsula. Invited Legislators: Senator Lorraine Inouye Representative Sue Keohokapu-Lee Loy Representative Matthias Kusch Representative Chris Todd 2. Peninsula: HCDA Executive Director Craig Nakamoto to provide an update on components and cost structure of the total allocation ($1mm) and an update on what type of Phase 1 or Environmental Assessment is being done, if any. Allow for questions & answers to include questions to the other agenda participants. 3. Mayor’s Office Update on the Peninsula: Mayor Kimo Alameda and/or designated representatives have been invited to comment and provide guidance on initiatives related to the . 4. Hilo Bayfront Trails Inc.: Presentationby representatives of Hilo Bayfront Trails Inc. regarding proposed future plans and visions for pedestrian and bicycle trail connectivity along Banyan Drive. Concerns on Private Property Interest: Discussion of concerns related to private property interests along Banyan Drive, including potential implications for redevelopment and long-term planning. ADMINISTRATIVE MATTERS 1. Approval of meeting minutes from the February 27 Redevelopment Agency meeting. 2. Scheduling of the next meeting date. ADJOURNMENT 2 Hawai‘i County is an Equal Opportunity Provider and Employer Submitting Written Testimony: Pursuant to § 92-3, HRS, interested persons who want to provide oral testimony may do so either at the time the committee takes public statements on the agenda, or at the time the specific agenda item is called. Please note that public testimony may be limited to three (3) minutes in length per agenda item. Those wishing to testify in person should register with the Commission Secretary at the in-person location at the meeting. Those submitting written testimony at the meeting should bring 6 copies for distribution. In order for the Commissioners to timely receive written testimony and to be in compliance with Chapter 92, HRS, any interested person who wants to submit written testimony should submit his/her/their written testimony, which shall be received by the Commission, by Monday, February 23, 2026, by 10:00 A.M. Please submit separate testimony for each item. Timely written testimony will be distributed to the Commissioners by February 23, 2026, by 3:00 p.m. All oral and written testimony will be public record.
