HomeMy WebLinkAbout2026-04-23 Hawaii County Local Emergency Planning Committee Meeting Agenda Local Emergency Planning Committee April 23, 2026 HAWATI COUNTY LOCAL EMERGENCY PLANNING COMMITTEE MEETING AGENDA NOTICE IS HEREBY GIVEN of the following matters to be considered by the Hawai'i County Local Emergency Planning Committee ("LEPC") (subcommittee of the Hawai'i State Emergency Response Commission) at a regular meeting in accordance with the provisions of Chapter 92 of the Hawai'i Revised Statutes, Title 11, Chapter 453 of the Hawai'i Administrative Rules, and the LEPC's By-Laws. DATE: Thursday,April 23, 2026 TIME: 9:00 AM PLACE: Civil Defense Emergency Operations Center and via Zoom 920 Ululani Street, Hilo, HI 96720 Public Participation: This is a combination in-person and virtual meeting. Committee members will participate in person, via ZOOM, or by teleconference. As a courtesy to the public, the Committee provides the following additional ways to view or testify remotely at this meeting: Optional Alternative to Provide Remote Oral Testimony: The public has the option to provide verbal testimony at the meeting by joining Zoom. If online connection is interrupted, the meeting shall be automatically recessed for up to thirty (30) minutes to restore communication when audiovisual communication cannot be maintained with all members participating in the Page 1 Local Emergency Planning Committee April 23, 2026 meeting and with the in-person location identified in this agenda. The meeting may reconvene when either audiovisual communication is restored, or audio-only communication is established after an unsuccessful attempt to restore audiovisual communication. If it is not possible to reconvene the meeting as provided in this section within thirty (30) minutes after an interruption to communication, the meeting shall be automatically terminated. Submitting Written Testimony: To ensure timely delivery to the Committee Members prior to the meeting, written testimony should be submitted no later than 4:30 p.m. three (3) business days prior to the scheduled meeting by: (1) email to m.jY( y; (2) mail to the Hawai'i County Local Emergency Planning Committee, c/o Hawai'i Fire Department, 25 Aupuni Street, Suite 2501, Hilo, Hawai'i 96720; or (3) by drop-off at the Hawai'i Fire Department in Hilo at the address above. If you are submitting written testimony at the meeting, please provide ten (10) copies for the Committee Members present. Page 2 Local Emergency Planning Committee April 23, 2026 HAWATI COUNTY DEPARTMENT REPORTS Reports from Hawaii County Civil Defense, Hawaii Fire Department (Operations, HAZMAT, EMS), and the Hawaii County Police Department regarding any reports of incidents, training, or other operational activity. HAWATI COUNTY INDUSTRY PARTNER REPORTS Reports from BEI, PGV, Hamakua Energy Partners, Pacific Biodiesel, HELCO, and Media regarding any reports of incidents, training, or other operational activity. STATE OF HAWATI REPORTS Reports from DOH, HEER, DOE, HMC, HSERC and DOA, regarding any reports of incidents, training, or other operational activity. FEDERAL REPORTS Reports from military regarding any reports of incidents, training, or other operational activity. OLD BUSINESS 1. Pipeline update including reports on any pipeline incidents or activity 2. HAZMAT Continuing Challenge attendees. HFD is to identify probable attendees to the upcoming workshop. LEPC to approve funding for their attendance as well as LEPC member attendance. 3. NASTTPO attendance update NEW BUSINESS 1. HSERC update: HAZMAT Annex Project discussion continued from previous LEPC meeting. Jason Geneau to report on HAZMAT Annex updates. NEXT MEETING The next LEPC meeting is tentatively set for August 20, 2026 at 9am. AGENDA ITEMS FOR THE NEXT MEETING The Chairperson and Committee members will comment on matters not on the current Agenda for consideration for the Committee's next meeting. Notice to Lobbyists: If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist [Article 15, Section 2- 91.3(b), Hawai'i County Code]. A lobbyist means "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials."
