CALL TO ORDER
Chair John Bertsch called the meeting to order at 9:25 a.m.

A quorum was present.

The purpose of the public hearing was to afford all persons the opportunity to submit
data, views, or arguments, orally or in writing, to the Police Commission for its
consideration prior to the adoption of the proposed amendments to Rule 3, 4, and 8.
There was no testimony from the public.
The following actions were taken:
RULE 3
Commissioner Robinson moved and Commissioner Frazier seconded to amend Rule 3
to read as follows:
The commission shall:
(c) Submit an annual report to the mayor, managing director, and the
council.
RULE 4
Commissioner Robinson moved and Commissioner Frazier seconded to amend Rule 4
to read as follows:
(b) The regular meeting of the commission shall be on the third Friday
of each month at 9:00 a.m. in the County Council Room or other
site accessible to the public as announced in the previous meeting.

RULE 8
After discussion on the usage of words, and at the recommendation of Corporation
Counsel Ashida, action was taken.
Under Sufficient Evidence, Commissioner Robinson moved and Commissioner
Frazier seconded to change the word "support" to "prove" and under Insufficient
Evidence, to delete "or" and "disprove." The motion carried unanimously.
Commissioner Robinson moved and Commissioner Frazier seconded to amend
Rule 8 to read as follows:
(e) Classification of Case Findings.
(1) Sufficient Evidence. There is sufficient evidence to prove the
complainant's allegations.
(2) Insufficient Evidence. There is insufficient evidence to prove
the complainant's allegations.
The public hearing was adjourned at 9:50 a.m.
