HomeMy WebLinkAbout2006-12-11 Police Commission MinutesHAWAII COUNTY POLICE COMMISSION SPECIAL MEETING MINUTES REGULAR SESSION DECEMBER 11, 2006 HAWAII PUBLIC SAFETY BUILDING CALL TO ORDER Chair Lassiter called the meeting to order at 9:20 a.m. ROLL CALL Present: Pudding Lassiter, Chair Also Present Melvin S. Morimoto James A. Frazier, Member Louis Kaoiwi, Member Karolyn P. Lundkvist, Member Anita Politano Steckel, Member Thomas P. Whittemore, Member Absent: Betsy Mitchell, Member Kaloa R. N. Robinson A quorum was present. Lincoln S. Ashida, Corporation Counsel Josie Pelayo, Secretary APPROVAL OF AGENDA Commissioner Whittemore moved and Commissioner Frazier seconded to approve the agenda. The motion carried unanimously. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS — None. DISCUSSION ON SELECTION OF CHAIR AND VICE CHAIR FOR 2007 Commissioner Kaoiwi stated that he would like Chair Lassiter and Vice Chair Morimoto to remain in their positions for 2007. They have done a great job, and he would like to have the consensus of the other members. Commissioner Lundkvist agreed that Chair Lassiter and Vice Chair Morimoto are doing a good job, and they make a wonderful team. The Chair is a very important position, and that person should not be looking for status. The Chair needs to be prepared for meetings, and there are times when she is able to see that someone does not read the materials for the meeting. Commissioner Politano Steckel stated that she couldn't agree more. Her personal feeling is that one year is barely enough time to get comfortable, to be at ease in the position. It should be at least two years for the Chair and Vice Chair. Chair Lassiter stated that Mr. Robinson wanted this matter on the agenda so those who were interested in the position could tell everyone why he or she wants to be in the position. She did not imply that they do this every year, as a two -year term. Maybe next time it should be someone else. Chair Lassiter stated that with the help of Ms. Pelayo and all the other commissioners, the job has been easy. As a core, they are a super group. Chair Lassiter and Vice Chair Morimoto stated that they are candidates for the position of Chair and Vice Chair. Commissioner Kaoiwi stated that he likes having a representative of the Police Commission on the east and west side. EXECUTIVE SESSION Commissioner Frazier moved and Commissioner Politano Steckel seconded to conduct an annual performance evaluation of Police Chief Lawrence Mahuna where consideration of matters affecting privacy will be involved and a closed session is requested and to consult with Corporation Counsel on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92 -5 (a) (2) and Hawaii County Charter 13 -20 (b). The motion carried unanimously. Executive session convened at 9:28 a.m. Regular session reconvened at 11:59 a.m. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS — None. ANNOUNCEMENTS Chair Lassiter announced that the Police Commission's next monthly meeting will be on December 15, 2006, at 9:00 a.m., in the Waimea Civic Center Conference Room, 67 -5189 Kamamalu St., Waimea.
