SUBJECT: HAWAI‘I COUNTY CODE CHAPTER 27 COMPLIANCE – NON-RESIDENTIAL
FLOODPROOFING WITHIN A ZONES
Please include this completed form with your building permit for any non-residential floodproofed
structure to be located within any Federal Emergency Management Agency, A zone (Zone A, AE, AH
or AO), Special Flood Hazard Area, or Hawai‘i County Code “Buffer zones” bordering the “A” zone.
Requirements for a Non-Residential Floodproofing Within A Zones
Initial each
Box Structure Satisfies the Follows Requirements:1
Building plans are in compliance with HCC Chapter 27 and complete the “Special
Flood Hazard Area Certification,” as certified by a structural engineer or architect.2
For Zone A, determine the Base Flood Elevation (BFE).3
For Zone A, provided the following information:4
(1) Project location and site plan showing dimensions.
(2) Relationship to floodway and floodway fringes as determined by flood
elevation study.
(3) Contour map showing the topography of existing ground based on elevation
reference marks on flood maps. The scale and contours are to be appropriate
to the work in question.
(4) Existing and proposed BFE.
(5) Existing and proposed floodproofing and flood control measures.
Elevation Certificate, certified by a surveyor, professional engineer or architect2 .
A Floodproofing Certification (FEMA Form 086-0-34), certified by a
professional engineer or architect.2
Non-residential floodproofed structure will not alter the physical characteristics of
flooding or significantly increase the base flood elevation, as certified by a
professional engineer.2
The structure is watertight one-foot above the BFE (at least three-feet within Zone
AO, if no depth number is specified), as certified by a professional engineer or
architect.2
The structure’s walls are substantially impermeable to the passage of water, as
certified by a professional engineer or architect.2
The structural components are capable of resisting hydrostatic and hydrodynamic
loads and the effects of buoyancy, as certified by professional engineer or architect.2
Provide a “Flood Emergency Operations Plan.”5
Provide an “Inspection and Maintenance Plan.”5
Provide an agreement signed and dated by the property owner (and tenant and/or
leaseholder, if applicable) that he/she/they will adhere to the above-cited plans.5
Provide evidence of appropriate deed restrictions that assure the above-cited plans
will continue regardless of changes in the buildings ownership.5
