STATE OF HAWAI`I 7 25 RESOLUTION APPROVING THE AWARD OF FUNDS TO VARIOUS ORGANIZATIONS FOR PROGRAMS ADDRESSING AFFORDABLE HOUSING BY THE OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT WHEREAS, Chapter 11, Article 2, Section 11-21 of the Hawaii County Code (2016 Edition as amended) provides that at least $5,000,000 per year shall be appropriated for the Office of Housing and Community Development OHCD) to facilitate programs that support affordable housing production; and WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(A) of the Hawaii County Code (2016 Edition as amended) states, "Grant awards in excess of 25,000 to nonprofit organizations shall specifically identify the organization receiving the grant funds and the purpose for which the grant funds shall be used in a resolution"; and WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(B) of the Hawaii County Code (2016 Edition as amended) states, Grant awards in excess of 25,000 to organizations that do not qualify as nonprofit organizations shall specifically identify the purpose for which the funds shall be used in a resolution and be subject to competition in compliance with chapter 103D of the Hawaii Revised Statutes; and WHEREAS, in March 2024, the OHCD held two public meetings to gather community feedback on the County's affordable housing needs; and WHEREAS, on May 1, 2024, the OHCD issued a Request for Proposals RFP") to solicit qualified proposals from nonprofit organizations and organizations that do not qualify as nonprofit organizations to assist the County of Hawai'i with carrying out the affordable housing goals and priorities; and WHEREAS, the project proposals were reviewed in accordance with the competitive procurement requirements of chapter 103D, Hawai'i Revised Statutes, and the Affordable Housing Production Program Administrative Rules 3-4 Grant Selection Process; and WHEREAS, the organizations, specified in "Exhibit A", met the eligibility requirements stated in Section 2-137 of the Hawaii County Code, and were selected as the best candidates to administer projects addressing affordable housing; and WHEREAS, the OHCD wishes to provide a total of $13,275,000 to the organizations as outlined in "Exhibit A" to support the program's objectives of increasing, sustaining, and expanding affordable housing production in the County of Hawaii; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAN, in accordance with Chapter 2, Article 25, Sections 2-138(b)(6), the OHCD has approval to award grant funds totaling $13,275,000 to various organizations as specified in "Exhibit A" to administer projects addressing affordable housing. BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall transmit copies of this resolution to the Office of Management, the Finance Department, and the Office of Housing and Community Development.
