Director r.J,"'8 -_,. l}I~ SUBJECT: PUBLIC WORKS TRANSITION TO OPENGOV FOR CONSTRUCTION PROCUREMENT The County ofHawai'i, Department of Public Works is continuing the implementation of the OpenGov electronic bidding system, following the Purchasing Division's initial rollout of the platfonn. As part of this next phase, Public Works will transition from PublicPurchase to OpenGov for construction procurements. Effective May 1, 2026, all new Public Works construction solicitations will be issued through OpenGov. All solicitations cun-ently posted on PublicPurchase will remain active and will continue to be managed through PublicPurchase until completion. To continue receiving bid notifications, vendors should monitor both the Public Works homepage and the new e-Procurement Portal: https ://procurement. opengov. com/portal/Hawaii county Our new e-Procurement Portal allows vendors and suppliers to: • Register and receive notifications of future opportunities by creating an account and selecting the "Subscribe" button. • Follow specific opportunities to receive automatic notifications of amendments and addenda. • Submit questions and receive responses online for open solicitations. • Use a guided electronic submission process to help ensure bids are completed accurately. • Receive timely support for bid-related questions. • Access one centralized location for all County ofHawai'i bid opportunities. There is no cost to register in OpenGov. After registering, OpenGov will send an email to activate your account. Vendors are encouraged to complete registration promptly to avoid missing future opportunities. The County ofHawai'i will utilize UNSPSC codes. Vendors are encouraged to review and select appropriate category codes and notification preferences to receive relevant bid opportunities.
