STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS Public statements must be related to items specifically listed on this agenda. Statements may be provided at the start of the meeting or when the specific agenda item is called. Testifiers are limited to a maximum of five (5) minutes. III. POLICE CHIEFS REPORT ON DEPARTMENT ACTIVITIES This report includes statements regarding the following: • Crime Statistics • Traffic Statistics • Vice Report • Personnel Report • Finance Report • Commendations and Awards • Other Department Activities/Highlights V. UNFINISHED BUSINESS Permitted Interaction Group (PIG) Report: Discussion of the report from the Permitted Interaction Group formed on August 30, 2024, to review and recommend amendments to the Police Commission's Rules of Practice and Procedure. The Hawai`i County is an Equal Opportunity Provider and Employer. Hawaii Police Commission Meeting Agenda April 24, 2026 Page 2 report was formally submitted in writing at the February meeting, as the PIG members are no longer serving on the Commission. The Commission will review the recommendations, discuss, and take appropriate action. EXECUTIVE SESSION (CLOSED TO THE PUBLIC) For the following agenda items, the Commission will meet in executive session to consider charges against officers or employees of the police department, where matters affecting privacy will be involved and may consult with the board's attorney on questions and issues pertaining to the Commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS § 92-5 (a)(2)(4) and the Hawaii County Charter Section 13-20 (b). VI. CONSIDERATION AND INVESTIGATION OF COMPLAINTS (EXECUTIVE SESSION — CLOSED TO THE PUBLIC) • HPC 26-08: Complainant alleges the officer revealed departmental information outside of the department. • HPC 26-11: Complainant alleges that the officer did not want to help her in filing a report. • HPC 26-12: Complainant alleges excessive use of physical force. • Correspondence No. 26-05: Request for reconsideration of HPC 26-02. The complainant alleged that the officer's report was inaccurate and false, and that no response was received despite multiple attempts to contact the officer. At its February meeting, the Commission determined there was insufficient evidence to substantiate the allegations of misconduct • Complaints in the non-acceptance category. VII. XI. ADJOURNMENT Meeting Instructions and Information Submitting Written Testimony: Written testimony may be submitted by email to Police.Commission@hawaiipolice.gov, by mail, or in person at the Police Commission's office located at 101 Pauahi Street, Suite 9, Hilo, Hawaii 96720. Written testimony will be accepted at any time prior to the meeting. However, if possible, please submit written testimony by 12:00 noon, two business days before the meeting. Note that all written testimony is considered a public record. Oral Testimony: Testimony must be related to an item on the agenda. The Commission will hear public testimony at the beginning of the meeting or when the respective agenda item is called, or as allowed at the sole discretion of the chair. Testifiers will be limited to five (5) minutes; please plan accordingly. Special Assistance: The in-person meeting is accessible to persons with disabilities.
