SUBJECT: Water Commitment Deposit Reconsideration for Rev Capital Fund LTD
REZ-17-000220 (PL-PDI-2026-000015)

This is in response to your Request for Reconsideration of Potential Forfeit of Water Commitment
Deposits letter dated March 6, 2026.
In accordance with the Department's Rules and Regulations, Rule 5, the water commitment for the
proposed development, in the amount of$56,100.00, would be forfeited. The Department recognizes
that the owner intends to develop the parcel following the approval of PL-PDI-2026-000015, which
repeals Ordinance No. 19-038 (REZ-17-000220).
Prior to the Department allowing the transfer of the water commitment deposit to the proposed
development, the developer/owner will be required to comply with the following conditions:
I. The current water commitment deposit, which expired on February 28, 2026, will need to be
brought into compliance with a deposit of$3,300.00 [(22 units)x ($150.00 annual deposit per
unit)x(I year)], which then would expire on February 28, 2027.
2. Submit a water master plan prepared by a professional engineer licensed in the State of Hawaii
for the proposed development, which shall include, but not be limited to, the following:
a. Estimated maximum daily water usage calculations for review and approval. The water
usage calculations should include the estimated peak flow in gallons per minute (GPM)
and the total estimated maximum daily water usage in gallons per day, including all
irrigation/landscaping use.
b. Water system improvement construction plans for review.
c. The development complies with the fire flow requirements in accordance with the
Department's Water System Standards.
