PUBLIC NOTICE
COUNTY OF HAWAIʻI 2026 ACTION PLAN FOR THE
2025-2029 CONSOLIDATED PLAN WITH THE
U.S DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD)
The Hawaiʻi County Council has approved the submittal of the County of Hawaiʻi’s (County)
2026 Annual Action Plan (AP) with the U.S. Department of Housing and Urban Development
(HUD) and has authorized the Mayor to execute and submit its 2026 AP to HUD for its
Community Development Block Grant (CDBG) program and Emergency Solutions Grant (ESG)
program.
2026 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
The County’s 2026 CDBG allocation is $2,811,148.00 plus an anticipated $100,000.00 in
program income (PI) received from the Residential Emergency Repair program will be applied
to Administration, Planning, and Fair Housing. To meet the County’s five (5) year Consolidated
Plan, Priorities and Objectives, the following projects were included in the 2026 Action Plan:

Pahoa Fire Station Brush Truck Acquisition $ 400,000.00
Pahala Fire Station SCBA Mobile Compressor and Tow Vehicle
Acquisition $ 445,000.00
YWCA of Hawaii Island – Developmental Preschool $ 750,000.00
Mental Health Kokua – Hale Amau ADA Renovations $ 425,000.00
West Hawaiʻi Domestic Violence Shelter – Security Improvements $ 100,000.00
Project Cost Variance Reserve* $ 188,919.00
Administration, Planning & Fair Housing (PI) $ 562,229.00
Total $2,911,148.00
* In accordance with 24 CFR 91.220(l)(1)(i), the County has set aside a portion of CDBG funds
(not to exceed 10%) to address unforeseen cost increases and support timely completion of
eligible projects.
Project amounts may change based on final allocations, actual program income received,
cancellations, or reprogramming of CDBG funds. To expedite project implementation, the
County may incur up to $300,000.00 in eligible pre-award costs for the Pahoa Fire Station Brush
Truck Acquisition project or the Pahala Fire Station SCBA Mobile Compressor and Tow Vehicle
Acquisition project, pursuant to 24 CFR 570.200(h)(1).
EMERGENCY SOLUTIONS GRANT (ESG) PROGRAM
The County anticipates receiving approximately $275,851.00 in 2026 ESG funds and propose
the following projects:

Hope Services Hawaiʻi $ 255,163.00
OHCD Administration $ 20,688.00
Total $ 275,851.00
Final ESG project and administration amounts may be adjusted based on actual allocations.
The County intends to dedicate 7.5% of the total for administration, with the remaining funds
supporting the Hope Services Hawaiʻi project.

As required by the Housing and Community Development Act of 1974, as amended, the
County’s 2026 AP will be available at www.hawaiicounty.gov/ for public review from May 4,
2026 to May 11, 2026, and at the following locations Monday through Friday, 7:45 a.m. to 4:30
p.m., excluding holidays.
