This is an in-person meeting, and the Police Commissioners will participate in
person. The primary way to testify at this meeting is in person; however, as a
courtesy to the public, the Commission provides the following additional option for
remote viewing or testifying.
Although not required, to register in advance for oral testimony, please email
micah.alameda@hawaiicounty.gov before the meeting if you wish to testify
remotely. Pursuant to Section 92-3, Hawaii Revised Statutes (HRS), interested
persons who want to provide oral testimony may do so at the time public
statements are called for at the top of the agenda or at the time the agenda item is
called. Public testimony may be limited to five (5) minutes in length per agenda item.
Please state the agenda item you are testifying on before you begin.
As this is an in-person meeting, the hearing may proceed if the Zoom and/or
YouTube connections fail.

V. UNFINISHED BUSINESS
Permitted Interaction Group (PIG) Report: Discussion of the report from the
Permitted Interaction Group formed on August 30, 2024, to review and recommend
amendments to the Police Commission's Rules of Practice and Procedure. The
report was formally submitted in writing at the February meeting, as the PIG
members are no longer serving on the Commission. The Commission will review the
recommendations, discuss, and take appropriate action.
EXECUTIVE SESSION (CLOSED TO THE PUBLIC)
For the following agenda items, the Commission will meet in executive session to
consider charges against officers or employees of the police department, where
matters affecting privacy will be involved and may consult with the board's attorney
on questions and issues pertaining to the Commission's powers, duties, privileges,
immunities, and liabilities pursuant to HRS § 92-5 (a)(2)(4) and the Hawaii County
Charter Section 13-20 (b).
VI. CONSIDERATION AND INVESTIGATION OF COMPLAINTS (EXECUTIVE
SESSION — CLOSED TO THE PUBLIC)
• HPC 26-13(a) and 26-13(b): Complainants allege the officers were aggressive
and disrespectful.

• Correspondence No. 26-05: Request for reconsideration of HPC 26-02. The
complainant alleged that the officer's report was inaccurate and false, and that
no response was received despite multiple attempts to contact the officer. At
its February meeting, the Commission determined there was insufficient
evidence to substantiate the allegations of misconduct
• Complaints in the non-acceptance category.

Submitting Written Testimony: Written testimony may be submitted by email to
Police.Commission@hawaiipolice.gov, by mail, or in person at the Police Commission's office located
at 101 Pauahi Street, Suite 9, Hilo, Hawaii 96720. Written testimony will be accepted at any time prior
to the meeting. However, if possible, please submit written testimony by 12:00 noon, two business
days before the meeting. Note that all written testimony is considered a public record.
Oral Testimony: Testimony must be related to an item on the agenda. The Commission will hear public
testimony at the beginning of the meeting or when the respective agenda item is called, or as allowed at
the sole discretion of the chair. Testifiers will be limited to five (5) minutes; please plan accordingly.
