Regarding: Item 1. New Business, June 5, 2026, WPC meeting/Jessica Stevens (PL-USE-
2026-000042)
The Commission is to decide if a Use Permit should be granted for this rural, 5.7-acre
Pepe‘ekeo property located at the end of the historic 4-mile scenic route which runs along
the Hilo to Hāmākua Heritage Corridor. Ms. Stevens (the applicant) is looking to establish
an “outpatient medical clinic” on the 1st floor of an existing 2 story dwelling.
Oddly, this same Pepe‘ekeo address 28-1167 OLD MAMALAHOA HWY is already listed in
the National Provider Identifier (NPI) Registry (see attached) as being active since January
23, 2026, as the Big Island Neuro Health Foundation (BINHF). The BINHF was only just
registered with the State of Hawai‘i DCCA as a trade name on April 2, 2026 (see attached).
At the Pepe‘ekeo Community Development Corporation meeting Sunday May 17, 2026, Ms.
Stevens and Dr. Raymond J. Emanuel gave a presentation for their plans to establish, at this
address, a Transcranial magnetic stimulation (TMS) clinic. TMS is a procedure that uses
magnetic fields to stimulate nerve cells in the brain to improve symptoms of major
depression.
The BINHF is described in their trade name application as an “Outpatient Medical Clinic
Providing Non-Invasive Neuromodulation Services”.
Conclusion: Hilo would be a more appropriate location for such a medical clinic.
Either way I’d hope for an explanation from the applicant as to why BINHF is already on
record as active at that address.
