To the Committee Members,
I am writing to formally submit my testimony in strong opposition to the establishment of the
Big Island Neuro Health Foundation facility within our community. As a resident directly
impacted by this proposal, I have deep concerns regarding the lack of transparency, shifting
operational details, and the overall management of this project.
Specifically, I urge the committee to deny or halt this project based on the following critical
issues:
Complete Lack of Community Notification: Despite living within the immediate
boundary of the proposed site, I—along with many of my neighbors—received
absolutely no advanced notice regarding this development. A project of this nature
radically alters the neighborhood, and denying residents their right to timely,
transparent notification is a severe breach of public trust and proper zoning procedure.
Inconsistent and Shifting Operational Plans: During initial discussions, the
representatives stated the facility would only have three workers. However, those
numbers have already changed, and they are now projecting significantly more staff and
people on-site. This inconsistency makes it impossible for the community to accurately
assess the true impact on local traffic, noise, and neighborhood infrastructure.
Unaddressed Logistical and Liability Concerns: The foundation has failed to provide a
viable plan for patient transportation following appointments. When pressed, the
logistical explanations were entirely unrealistic. Expecting a Registered Nurse (RN) to
use their personal vehicle for patient transport is not only an administrative and liability
concern, but it also highlights a severe lack of professional planning.
Hostile Behavior and Lack of Transparency: During a recent community meeting, the
project’s doctor became visibly offensive when faced with basic questions from
residents. If the leadership is this defensive and combative before the facility is even
built, the community cannot trust them to be responsible neighbors. This behavior
raises a massive red flag: If they are hiding details and reacting with hostility now,
what else will they hide once they are operational?
A facility like this requires absolute transparency, rigorous planning, and mutual respect with
the surrounding neighborhood. The Big Island Neuro Health Foundation has demonstrated
none of these.
For the safety, peace, and integrity of our community, I strongly request that you deny the
necessary permits or variances for this facility.
