Key activities include: • Conducting a one-day video shoot featuring two cast members speaking on the beach and brief filmed interactions at the top of the Papa`ikou Camp property. No fixed equipment or ground disturbance will occur. • Implementing environmental safeguards to protect the shoreline and surrounding areas, including designated access pathways and proper waste management practices. Any lighting used will be controlled and directed to avoid shining into the sky or ocean to prevent disturbance to wildlife. • Respect for cultural, historical, and natural resources will be maintained at all times. The production will remain fully aware of the cultural sensitivity and environmental significance of the area. Activities will be low-impact, will not disturb the land or shoreline, and will be conducted in a manner that preserves the integrity and character of the site. • Producing a small, controlled campfire effect on the beach using licensed Special Effects personnel. All fire safety protocols and County regulations will be followed. • A set medic will be on site at all times to help ensure the safety of cast and crew. A trained medical professional will be present during all filming activities to provide immediate care if needed. • Security personnel will be present to help maintain safety, support orderly operations, and ensure respect for the surrounding community. • Public access to the beach and surrounding areas will remain open and unobstructed throughout all production activities. • The production will adhere to all shoreline setback requirements and applicable County of Hawaii regulations. Just confirm that and I will amend the site plan, or if that is not correct send me an updated site plan showing parking. The 17.94-acre subject parcel is zoned both Agricultural 3-acres (A-3a) and Agricultural 20-acres (A-20a) by the County and designated as both Agriculture District and Conservation District by the State Land Use Commission (LUC). The subject parcel is designated as both Open (ope) and Industrial (ind) by the Hawaii County General Plan Land Use Pattern Allocation Guide (LUPAG) map. The subject parcel is located entirely within the Special Management Area (SMA) and is located within the "shoreline area" as defined by section 205A-41, Hawai`i Revised Statutes (HRS). Special Management Area Determination: According to Hawaii Revised Statutes (HRS) Chapter 205A-44 and Planning Commission (PC) Rule No. 9-4(i)(1)(A), "development" includes "Placement or erection of any solid material or any gaseous, liquid, solid, or thermal waste". Therefore, the proposed construction of filming support tents, etc. are considered to be development and will require a review of the Special Management Area rules and regulations. We find that the proposed project is not exempt from the definition of "development;" however, the project will not have a cumulative impact or a significant adverse environmental or ecological effect on the SMA. Therefore, pursuant to PC Rule Section 9-10(e), Special Management Area Minor Permit No. PL-SMM-2026-000085 is hereby issued for the project as described above. It is the applicant's responsibility to read and comply with the conditions listed in the enclosed permit. While further review of the proposed project against the Special Management Area rules and regulations will not be required, all other applicable Zoning Code and Building Code requirements must be satisfied. Issuance of SMA Minor Permit requires that activity be consistent with all objectives & policies. The proposed development is consistent with the following objectives and policies: 0 Development will not have any significant adverse environmental or ecological effect, except as any adverse effect is minimized to the extent practicable and clearly outweighed by public health, safety, or compelling public interest. Findings 1. As discussed above, the proposed activities will not have any significant adverse environmental or ecological effect, except as such adverse effects are minimized to the extent practicable and clearly outweighed by public health, safety, or compelling public interest. 2 The proposed development is consistent with the objectives, policies, and SMA guidelines of Chapter 205A, HRS. 3. The estimated project cost of $0 is not in excess of $500,000. Approved Uses, Activities and Operations Pursuant to Planning Commission Rule Section 9-10(e), Special Management Area Minor Permit No. PL-SMM-2026-000085 is hereby approved for the proposed project as described above, subject to the applicants' compliance with the conditions of approval as specified below. Conditions of Approval The Planning Director has approved SMA Minor Permit No. PL-SMM-2026-000085, subject to the following conditions: 1. The applicant shall secure all necessary approvals and permits from other affected federal, state, and county agencies as necessary to comply with all applicable laws and regulations. 3. In the event that surface or subsurface historic resources, including human skeletal remains, structural remains (e.g., rock walls, terraces, platforms, etc.), cultural deposits, marine shell concentrations, sand deposits, or sink holes are identified during the demolition and/or construction work, the Applicant shall cease work in the immediate vicinity of the find, protect the find from additional disturbance and contact the State Historic Preservation Division at (808) 933-7651. Subsequent work shall proceed upon an archaeological clearance from DLNR-SHPD when it finds that sufficient mitigation measures have been taken. 4. Any further development, including but not limited to, the construction of structures or improvements not included in this determination shall require further review and approval as provided under Chapter 205A, HRS, and Rule 9, Planning Commission Rules of Practice and Procedure. 5. That in issuing this permit, the Department has relied on the information and data that the applicant has provided in connection with this permit. If, subsequent to issuance of this permit, such information and data prove to be false, incomplete or inaccurate, this permit may be modified, suspended, or revoked, in whole or in part, and/or the Department may, in addition, institute appropriate legal proceedings. 6. The Planning Director shall initiate procedures to revoke this permit should any of the conditions not be met or substantially complied with in a timely fashion. I'm reaching out in regards to our approved SMA Minor Permit(PL-SMM-2026-000085)for filming at the Papa`ikou Mill property. As we move into final production planning, I wanted to briefly confirm that a few minor logistical elements we're considering remain within the scope of the approved project. In addition to the previously described one-day shoot(target date May 22nd), we are planning some light prep to ensure safe access and efficient operations. This may include: i 18 -Temporary placement of production equipment such as lighting and cabling(no permanent installation). -Shooting into the sunset and evening hours with an approximate 10:00 PM wrap time -Temporary safety measures (e.g., a removable rail or guide along a narrow bend of the trail) - Use of small utility vehicles (e.g., gators) for transporting equipment to staging areas All elements would be temporary in nature,with no permanent improvements or lasting impact to the site. Could you please confirm whether these items are consistent with our current SMA Minor Permit, or advise if any additional review or modification would be required? We appreciate your time and guidance, and we want to ensure we remain fully compliant while executing a safe and efficient production.
