chain disruptions, and broader economic conditions that affected project
scheduling and financing.

•The original Use Permit No. 14-000050 was issued on September 4, 2014.
•October 9, 2019 –An administrative time extension was granted on September
17, 2024 to Condition No. 4 (time to complete construction).
