SUBJECT: Hawaii Revised Statutes (HRS) §6E-42 Historic Preservation Review—
County of Hawaii Change of Zone Application (PL-REZ-2026-000099)

This letter provides the State Historic Preservation Division's (SHPD's) review of the subject County of
Hawaii Subdivision Application (Permit PL-SUB-2026-000399) received by our office on March 16, 2026.
The submittal included construction plans, TMK map, permit application (PL-REZ-2026-000099), and a
photo of a portion of the proposed project area.
The submittal indicates that the applicants are requesting the rezoning of the subject 2.397-acre parcel
from Agricultural-40 acres (A-40a) to Family Agricultural-1 acre (FA-1 a) for the purpose of subdividing the
property into two (2) lots consisting of a minimum of 1-acre each. The property is presently undeveloped.
The applicants intend to subdivide and allocate the land to two family members, each of whom plans to
build a single-family farm dwelling on their respective lot.
A review of our records indicates that the project area has not been subject to an archaeological inventory
survey and there are no known archaeological sites or features in the general vicinity. The submittal
indicates that the project area has been completely cleared as early as 1965. Aerial photos confirm that the
project area has been previously impacted by mechanical clearing. Thus, it is unlikely that surface historic
properties remain.
Based on existing information, SHPD has no objections to the proposed change of zoning application.
However, SHPD requests the opportunity to review any future permitting involving ground-disturbance
within either newly subdivided parcel. With this stipulation in place, the permit issuance process may
continue.
