HAWAI`I COUNTY LOCAL EMERGENCY PLANNING COMMITTEE
MEETING AGENDA
NOTICE IS HEREBY GIVEN of the following matters to be considered by the
Hawai`i County Local Emergency Planning Committee (“LEPC”) (subcommittee
of the Hawai`i State Emergency Response Commission) at a regular meeting in
accordance with the provisions of Chapter 92 of the Hawai`i Revised Statutes, Title
11, Chapter 453 of the Hawai`i Administrative Rules, and the LEPC’s By-Laws.

PLACE: Civil Defense Emergency Operations Center and via Zoom

Public Participation: This is a combination in-person and virtual meeting.
Committee members will participate in person, via ZOOM, or by teleconference.
As a courtesy to the public, the Committee provides the following additional ways
to view or testify remotely at this meeting:
Optional Alternative to Provide Remote Oral Testimony: The public has the
option to provide verbal testimony at the meeting by joining Zoom. To provide

up to thirty (30) minutes to restore communication when audiovisual
communication cannot be maintained with all members participating in the

may reconvene when either audiovisual communication is restored, or audio-only
communication is established after an unsuccessful attempt to restore audiovisual
communication. If it is not possible to reconvene the meeting as provided in this
section within thirty (30) minutes after an interruption to communication, the
meeting shall be automatically terminated.
Submitting Written Testimony: To ensure timely delivery to the Committee
Members prior to the meeting, written testimony should be submitted no later than
4:30 p.m. three (3) business days prior to the scheduled meeting by: (1) email to
Jordyn.Mantz@hawaiicounty.gov; (2) mail to the Hawai`i County Local
Emergency Planning Committee, c/o Hawai`i Fire Department, 25 Aupuni Street,
Suite 2501, Hilo, Hawai`i 96720; or (3) by drop-off at the Hawai`i Fire
Department in Hilo at the address above. If you are submitting written testimony
at the meeting, please provide ten (10) copies for the Committee Members present.
Board Packet: Pursuant to Hawai’i Revised Statutes Section 92-7.5, the meeting
materials provided to the Committee are available for public inspection three
business days before the meeting date during regular business hours at the Hawai`i
Fire Department office in Hilo, and by clicking “Board Packets” at the following

1. Hawai’i State Emergency Response Commission (HSERC) update by
Jason Geneau. Presenting on the HazMat Annex Project Workshop. 2. Local Emergency Planning Committee discussion of by-laws to be reviewed and adjustments by the committee. 3. Andrew Kendrick’s 5-minute presentation and contact info for Hawai’i Pipeline Management Safety Administration (HPMSA).
NEXT MEETING
The next LEPC meeting is tentatively set for September 3, 2026 at 9am.
AGENDA ITEMS FOR THE NEXT MEETING
The Chairperson and Committee members will comment on matters not on
the current Agenda for consideration for the Committee’s next meeting.

ADJOURNMENT
The Chairperson shall entertain a Motion to Adjourn and following vote shall note the date and time of the adjournment.
Notice to Lobbyists: If you are a lobbyist, you must register with the Hawai’i County Clerk within five days of becoming a lobbyist [Article 15, Section 2-
91.3(b), Hawai’i County Code]. A lobbyist means “any individual engaged for pay
or other consideration who spends more than five hours in any month or $275 in
any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with
