HomeMy WebLinkAbout2026-06-15 Jon Testimony From: Jon Manchester To: Planning LPC Testimony Subject: Testimony for Bill 147 / STVR rules Date: Monday, June 15, 2026 11:51:25 AM Aloha, I just wanted to write in and provide some written testimony and feedback for consideration in regards to new STVR rules. I'm all for regulation and making sure proper taxation and such is collected. My only concern is keeping rules in place for short term rentals on owner occupied property/homes, regardless of location. There are so many use-cases and needs for an owner to rent out space, ADUs, or ohana units on a short term basis. For my family specifically, both of our parents are retired and come to help with our kids for weeks or months at a time and it's just not feasible to pay for hotel or housing that whole time. But we also need to be able to rent out the space when they are not here to try and supplement income and the cost of housing. Long term rental is obviously not possible in this situation. Having flexibility with the homes people live in is crucial for so many of us. Regulating that, making rules and registration processes, proper collection of taxes, etc. is completely understandable but want to ask that owner occupied STVR rules remain. Second homes, whole home rentals, non-owner occupied, I'm all for completely banning to free up housing for everyone. But please ask that owner-occupied STRs be allowed to remain.
