I strongly oppose Bill 147 in anyway. I am zoned agriculture and have had a vacation rental business with my
family since 2012. We are grandfathered in and acquired a non conforming use permit and have always put our best
foot forward building a small business that is balanced to our community’s and property’s needs. We are aloha
nature lovers and horses and waterfalls a small family owned and operated businesses that up until this bill has been
completely legal and appreciated by the community for the place driven agriculture minded tourism we bring to the
rural town of Papaaloa. We have given a lot to what we have and it has paid off and helped us build our ranch. I
have been able to afford to live in this rural place mostly thank to our vacation rental it was not just a job through
my early twenties but a sustainable career now that i am a new mother “working from home”. This Bill 147 will
completely gut not just my own ability to host guests but also my aging parents and anyone else with property in
rural areas. It is just not fair to make the population with the least amount of access to things like public utilities and
common resources that would make this situation more simple go through a very complicated and difficult process
of special use permits. It is basically gibing other folks in resources rich area a unfair advantage and permitless
opportunity. We need to support our rural communities and not take honest work away from hard working people in
the name of bureaucratic simplification? This is not a simple situation and we are being punished because of it — I
feel this is deeply unfairly.
At the very least I would hope the few hosted- grandfathered in - short term vacation rental with non conforming use
permits can be aloud to stay in business.
