Aloha,
I would like to respectfully submit the following for consideration. A couple of minor
points....
1. Regarding a TVR, consider a provision if the owner is off-island for any reason and they
provide an alternate contact since the owner would not be able to return from Oahu within 3
hours for example. Otherwise the provision as written is unreasonable.
2. Encourage hotels to provide housing for its employees instead of just building more rooms
for guests.
3. Encourage re-zoning of Agricultural lands so that more than 2 houses can be built on larger
acreage.
4. Work with Department of Hawaiian Homelands to help speed up their process.
The last three items directly impact housing which is the main impetus for this Bill from what
I understand. Addressing the root causes would also be quite helpful, if not more useful in the
problem, in addition to helping ensure TVRs and STVRs are all legal and safe for guests.
