Use this link: https://www.zoomgov.com/i/1658790042 This is an in-person meeting, and the Police Commissioners will participate in person. The primary way to testify at this meeting is in person; however, as a courtesy to the public, the Commission provides the following additional option for remote viewing or testifying. Although not required, to register in advance for oral testimony, please email micah.alameda@hawaiicounty.gov before the meeting if you wish to testify remotely. Pursuant to Section 92-3, Hawaii Revised Statutes (HRS), interested persons who want to provide oral testimony may do so at the time public statements are called for at the top of the agenda or at the time the agenda item is called. Public testimony may be limited to five (5) minutes in length per agenda item. Please state the agenda item you are testifying on before you begin. As this is an in-person meeting, the hearing may proceed if the Zoom and/or YouTube connections fail. Statements may be provided at the start of the meeting or when the specific agenda item is called. Testifiers are limited to a maximum of five (5) minutes. III. APPROVAL OF MINUTES May 15, 2026, regular and executive sessions. IV. NEW BUSINESS Correspondence No. 26-06 Invitation to Annual Officer of the Year Luncheon Invitation to the Kona Crime Prevention Committee (KCPC) 43rd Annual Officer of the Year Luncheon on September 11, 2026 in Kona. Correspondence No. 26-07 Invitation to Hawaii State Law Enforcement Officials Association (HSLEOA) Conference and Public Safety & Security Expo Invitation to the Hawaii State Law Enforcement Officials Association (HSLEOA) 70tn Conference on September 27-29, 2026, and the Public Safety & Security Expo 2026 on September 26, 2026, on Oahu, which is being hosted by the Department of Law Enforcement. Formation of a Permitted Interaction Group (PIG) Discuss the formation of a PIG to review and propose amendments to the Police Commission Rules of Practice and Procedures. EXECUTIVE SESSION (CLOSED TO THE PUBLIC) For the following agenda items, the Commission will meet in executive session to consider charges against officers or employees of the police department, where matters affecting privacy will be involved and may consult with the board's attorney Hawaii Police Commission Meeting Agenda July 17, 2026 Page 3 on questions and issues pertaining to the Commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5(a)(2), 92-5(a)(4) and the Hawaii County Charter Section 13-20 (b). VI. CONSIDERATION AND INVESTIGATION OF COMPLAINTS (EXECUTIVE SESSION — CLOSED TO THE PUBLIC) • HPC 26-08: Complainant alleges the officer revealed departmental information outside of the department. • HPC 26-13(C): Complainant alleges false arrest and false police reports. • HPC 26-15: Complainant alleges the officers towed her vehicle unfairly because they believed what the other person told them. VII. STATUS REPORT OF REFERRED AND EXTERNAL COMPLAINTS (EXECUTIVE SESSION — CLOSED TO THE PUBLIC) VIII. ADJOURNMENT Hawaii Police Commission Meeting Agenda July 17, 2026 Page 4 Meeting Instructions and Information Submitting Written Testimony: Written testimony may be submitted by email to Police.Commission@hawaiipolice.gov, by mail, or in person at the Police Commission's office located at 101 Pauahi Street, Suite 9, Hilo, Hawaii 96720. Written testimony will be accepted at any time prior to the meeting. However, if possible, please submit written testimony by 12:00 noon, two business days before the meeting. Note that all written testimony is considered a public record. Oral Testimony: Testimony must be related to an item on the agenda. The Commission will hear public testimony at the beginning of the meeting or when the respective agenda item is called, or as allowed at the sole discretion of the chair. Testifiers will be limited to five (5) minutes; please plan accordingly. Special Assistance: The in-person meeting is accessible to persons with disabilities.
