HomeMy WebLinkAbout2026-06-23 Draft Kailua Village Design Commission Minutes 1 KAILUA VILLAGE DESIGN COMMISSION COUNTY OF HAWAI‘I MINUTES Meeting Date: June 23, 2026 Time: 1:00 p.m. Location: Live-stream online meeting, with the Planning Department Conference Room, West Hawai‘i Civic Center, Building E, 2nd Floor, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, as the in-person meeting site CALL TO ORDER Commissioners present via Zoom: Palani Greenwell, Ken Hoyle, Alayna Kilkuskie, Tsing Young and Coleman Ka‘ōpua Absent and excused: Office of the Corporation Counsel: Jean Campbell, Esq. (Counsel to the Commission) available for consultation Planning Department: Deanne Bugado (Planner), Marie Hong (Planner) and Derek Harbaugh (Planner) and Kareen Medeiros, (Secretary) Applicants/Representatives: Haoyan Wang (Agenda Items 1) Public members: None A quorum was present. Chairman Kilkuskie called the meeting to order at 1:06 p.m. Chairman Kilkuskie introduced the Commissioners. She explained the Commission’s duties and meeting procedure and reminded the Commissioners to keep their cameras on. Commissioner Greenwell disclosed that his draftsperson Winter Anderson, was nearby (but not participating in the meeting). APPROVAL OF MINUTES Minutes of the Meeting of January 13, 2026, were circulated to the Commission prior to the meeting and Chairman Kilkuskie asked if there were any corrections to the minutes. No corrections were offered, and the minutes were approved as circulated. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS Chairman Kilkuskie confirmed with staff that there were no statements from the public. NEW BUSINESS 1. PL-KVD-2026-000068: The applicant, Haoyan Wang, owner of Miyazaki Restaurant, is requesting design review approval for a sign on an existing commercial building for Unit 103, located on the southwest corner of Kuakini Highway and Hualalai Road, 75- 5742 Kuakini Highway, Kailua-Kona, Hawai’i 96740. The proposal includes a wood sign with a clear coat, featuring a design painted in black, white, light brown, dark brown, red, and yellow. The restaurant name, “Miyazaki,” appears in yellow and red, and the second line, “Sushi and Izakaya,” is rendered in black letter. The sign area is 15 square feet, and the maximum letter height is 9 inches. No exterior changes to the building are proposed. Applicant: Haoyan Wang, Restaurant Owner 2 Kailua Village Design Commission Draft June 23, 2026, Meeting Minutes Landowner: Ali Ghalamfarsa, Alii Plaza LLC, Lessee TMK: (3) 7-5-007:002 Location: 75-5742 Kuakini Highway, Kailua-Kona, HI 96740 Mr. Rosland Newlon gave a PowerPoint presentation on the proposed project. It was pointed out that the parcel is located within the Kailua Village Core and that it requires more stringent requirements, as such the sign can only be 12 square feet rather than the Kailua Village standard 16 square foot area. The Commission discussed with the applicant the number and type of signs that are located on-site for the business. It was noted that there are two (2) temporary signs for the business and the applicant confirmed that her intention is to have them removed when the sign permit is approved and installed. Discussion also covered how the proposed sign may be modified to meet the code requirement of 12 square feet, but the applicant was reminded that she needed to discuss with Staff of the Department of Public Works Building Division. Commissioner Palani Greenwell moved that the concept of the proposed sign is approved and the recommendation is for approval if the proposal sign is reduced/modified to twelve (12) square feet to meet the size requirement for the Kailua Village Core or apply for a variance with the Department of Public Works for compliance, and the condition of the recommendation is to remove all temporary signs located on the front door of the business and at the intersection of Kuakini Highway and Hualalai Road. A roll call vote was taken, and the motion passed with five ayes (Greenwell, Ka‘ōpua, Kilkuskie, Hoyle, and Young). ANNOUNCEMENTS Commissioner Greenwell will not be available to attend the July 14, 2026, meeting, and quorum will not be met. The next meeting is tentatively scheduled for July 28, 2026.
