(EOC) The multi-story, high-secutiy proposed facility was to include Emergency Operations Center, Department of Emergency Management (DEM), and the Office of Climate Change, Sustainability and Resiliency (CCS&R) offices over the span of four levels. The design of the EOC is to provide a secure centralized location, equipped with adequate communications for control during a disaster or emergency. The SSMP is a multi-hazard natural disaster mitigation plan, integrating multiple facets of information using FEMA’s HAZUS program and independent data and research gathered by the project team. Hazard profiles were developed for typhoons, tropical storms, floods, tsunamis, earthquakes, volcanic eruptions, drought, and wildfires. A component in this study was the use and application of a Geographic Information System (GIS) in completing an asset inventory and loss evaluation that included identifying key cultural, archaeological, and historical resources assets. The MCH-CRP integrates Traditional Ecological Knowledge (TEK) alongside scientific approaches to offer a comprehensive strategy for enhancing community resilience against climate change and coastal hazards. The plan identifies five priority projects for each homestead community, which were selected by the beneficiaries themselves. These projects focus on key areas such as community engagement, education, ecosystem restoration, social capital building, natural resource management, economic diversification, and cultural preservation. The expansion will further enhance Hāna Health’s kuleana to improve the quality of life for all Hāna residents through a cohesive and comprehensive commitment to the social, economic, and health needs of this community. The Project is intended to expand farming, housing, and infrastructure as part of a directed farming program inclusive of traditional Hawaiian and other suitable crops that will align with the Owner’s commitments to servicing the community as a center of healing and holistic wellness. KPFA’s mission is to “support, motivate, and educate Keaukaha Pana‘ewa agricultural lessees to establish a viable, sustainable farm community; preserve Hawaiian culture; achieve self-sufficiency; and strengthen pono management and respect for the ‘āina.” The project involves the construction of the Resiliency and Agricultural Innovation Hub (RAIH), in accordance with the KPFA Conceptual Master Plan. The RAIH will serve two purposes. First, in accordance with KPFA’s community-driven strategic plan, the RAIH will be their own “space and place;” a community-serving facility with a commercial kitchen and facilities for keiki to kūpuna programming, agricultural training; and include an agricultural demonstration area to support ‘ohana enrichment, community economic sustainability, and economic food security. Second, the RAIH will support the community, coordinate communication and resources, and ensure that the physical and social needs will be met in preparation of, during, and post-recovery of a natural disaster or pandemic-related event. The RAIH will consist of six modular, open pavilions, designed as flexible spaces that will accommodate a range of KPFA programming. City and State emergency officials have warned that residents could be on their own when disaster strikes. To respond to this need, the Hui o Hau‘ula has developed plans for a disaster relief shelter and community center called the Ko‘olauloa Community Resilience Hub (KCRH) on approximately 5 acres of State-owned land at TMK (1)-5-4-014:003. The KCRH will provide critical services during and after a disaster, including safe rooms capable of sheltering 1,500 people during disasters. G70 has completed MMTs for all the main Hawaiian Islands, Guam, CNMI and the main Island of Tutuila in American Samoa. We have also trained the emergency staff of these jurisdictions (with the exception of American Samoa - pending) in the use of the tool. We have collaborated with PBS&J on these studies. Under the HES, G70 conducted Post Storm Assessments (PSA) for hurricanes Chata’an and Pongsona when they hit Guam and CNMI. The assessments of the storms and how the Corp products and services performed in these storms and evaluations of improvements for the future.
