Letter of Interest to the Civil Defense Agency, Hawaii County. Our team is fully equipped to

HEG is a full-service consulting structural engineering, civil engineering and land surveying firm
established in 1993. HEG’s project experience includes design-build, the design and preparation
of construction plans, specifications and estimates, environmental permit processing and
preliminary engineering assessments and reports. Our staff includes five (5) licensed engineers.
Our general engineering services include project/construction management, CDI (Construction
Detailing Interface), Special Inspections, construction surveying, rebar scanning, condition
surveys of concrete decks and crane pick analysis and design. Prior project experience includes
project management for the Colonnade on the Greens Garage Deck Repair and Waterproofing
project, where we prepared drawings, specifications and other bidding and contract documents
necessary to obtain a building permit and to obtain competitive bids for the removal and
replacement of an existing traffic coating system at this residential community. Additional
experience includes the construction management of a new transmitter station on Tantalus for
Hawaii Public Radio, and construction inspections on four single-family residences at Poamoho
Camp, located in Wahiawa, HI.
Our work also includes special inspections of concrete, bolts installed in concrete, reinforcing
steel and prestressing steel tendons, structural welding, high strength bolting and structural
masonry for the new Maui Lani Shopping Center in Wailuku. Recent experience also includes
consulting on various construction litigation projects.

Our team of structural engineers is experienced with the design of many different types of
buildings and structures. These structures include large retail, multi-family residential, hospitals,
parking garages, ground mount PV systems, roof top PV systems and carport PV systems. We
also have extensive experience with smaller projects such as pedestrian bridges, fitness centers,
comfort stations, bus stations, gazebos, and canopies. Our engineering experience for these
structures includes new design, expansions and alterations, seismic and hurricane retrofitting,
condition assessment investigations and reports, and due diligence. Project experience includes
the structural investigation of damage due to a fallen boulder at the Kawaihae Crescent West
townhouse complex, and the inspection of 59 bridges located throughout the island of Oahu.
HEG also provided structural engineering design for the spall repair of 35 buildings at Mayor
Wright Homes, along with the structural engineering design of a vertical wheelchair lift structure
and playground equipment foundations. Recent projects include structural design for the
mounting of upgraded lighting as part of the DOT Highways Tunnel Lighting & Infrastructure
Design project, which included the H-3 Hospital Rock Tunnels, H-3 Tetsuo Harano Tunnels, John
H. Wilson Tunnels, Middle Street Overpass, and Nu’uanu Pali Tunnels. PV systems for University
of Hawaii systems, Department of Education and for City and County of Honolulu.
Our land surveying services include topographic surveying and mapping, subdivision mapping,
construction layout, property stakeout and ALTA surveys. Ourt team is equipped with state-of-the-
art scanners for ground survey and Lidar for aerial survey. We also do horizontal and vertical
movement monitoring and utility toning. Some of our project experience includes the Chevron
plant at Campbell Industrial Park, Sand Island Wastewater Treatment Plant, Honouliuli
Wastewater Treatment Plant and the HECO Cogeneration Plant at Campbell Industrial Park. We
provide surveying and provide utility toning services for Waterfront at Pu‘uloa, the largest single
residential subdivision at Iroquois Point. Our work also includes construction staking for the
Kapolei Interchange Complex Phase I project, which opened for use on May 16, 2011. Recent
projects include construction surveying and ground settlement monitoring for the W3-11 Pearl
City Force Main Emergency Repair project, settlement monitoring for the HART Farrington
Highway Stations portion of the rail project, and settlement monitoring for the Interstate Route H-1
Aiea Stream Erosion Control project. PV systems for University of Hawaii systems, Department of
Education for City and County of Honolulu.
Our civil engineering services include all phases of site design including preconstruction services,
construction design of roadways, site layout and grading, drainage systems, infrastructure design,
site remediation, and NPDES permits for larger projects. As part of our services, we provide
inspections of utilities as well as construction observations. Prior project experience includes
infrastructure engineering services for the Ford Island IKCA project on a trail, a neighborhood
park and two parking lots. Our work also includes a drainage study and bridge, culvert and
roadway inspections and repairs at Waikele and Kipapa Gulches, and visual inspections and
condition reports for six (6) residential apartment buildings for the HHFDC: Kamake‘e Vista,
Kauhale Kaka‘ako and Pohulani Elderly in Honolulu, Kekuilani Courts in Kapolei, La‘ilani
Apartments in Kailua-Kona, and Honokowai Kauhale in Lahaina. More recent experience includes
civil design for the redevelopment of Luana Estates, a subdivision that includes a total of 16
single-family residential and two-family structures. PV systems for University of Hawaii systems,
Department of Education and City and County of Honolulu.
Our electrical engineering services include load studies, due diligence surveys, lighting
infrastructure design, and photovoltaic and telecommunication systems design. Some of our
project experience includes due diligence for Kapolei Trade Center, a property with 17 single-
story warehouse buildings, a power study for T-Mobile HI01079A Arizona Hall Sub Base, and
electrical design for the Hawaii Baptist Academy 408.08 kW photovoltaic (PV) system, which
included five (5) rooftop systems atop the administration building, cafeteria, elementary school,
middle school and high school structures. HEG has designed over six 100kW+ PV systems on
the Oahu DOD bases, the Ala Moana Parking garage (1.45 MW), and three of the Honolulu

Community college campuses (canopy PV and BESS). PV systems for University of Hawaii
systems, Department of Education and City and County of Honolulu.
HEG designed the PV and BESS system for the Mauna Loa Mac Nut factory in Hilo as part of the
microgrid for the facility. HEG engineers have designed and implemented the SCADA and
control system for multiple installations of PV and BESS products. This included reverse
engineering systems to accommodate the addition of increased PV and addition of BESS to "PV
only" systems at the Honolulu Airport and UH Maui College campus. To satisfy utility
requirements, these designs included the interface to the on-site utility RTU's, dedicated Hi-Tel
lease data services, and wireless data/control links. HEG has designed switchgear with the
necessary protection relay controls and sensors that allows curtailment of the PV and/or BESS, to
satisfy the HECO and KIUC requirements. The systems have included both LV and MV
switchgear, primary voltage metering and campus distribution systems.
We have experience in bridge engineering, including the design of new bridges, seismic
retrofitting, bridge inspection and bridge capacity load rating in accordance with the latest Hawaii
DOT and Federal Highway Administration (FHWA) requirements.
We also specialize in the design of new and upgraded existing wireless and telecommunications
facilities (including civil design, site planning and layout, surveying, structural design, electrical
design and permitting), monopole and tower design and analysis (structural and foundation) and
rooftop telecommunications equipment installations and upgrades.

Thang Pham has over 56 years of experience as an engineer, with over 35 years focused on
structural discipline, and his work includes the design and construction of all types of structures,
such as high-rise condominiums, hotels, office buildings, commercial buildings, bridges,
waterfront structures and infrastructure. Projects include design of the operations & management
(O&M) building for the Na Pua Makani Wind Farm located in Kahuku, HI.

Clayton Kaneshiro has over 33 years of experience in land surveyor and received is Land Court
Certification. His experience in land surveying, staking and mapping includes construction, project
management, and boundary conflict and resolution. He also conducted Settle Monument
installation and land surveying services in support of a long-term monitoring (LTM) plan, to
monitor changes in ground surface conditions including settlement and slope movement. A
topographic survey is also being conducted at each site to establish a baseline surface
topography.

Roy Irei has over 24 years of experience in the wireless telecommunication industry. He was
responsible for the construction of 300+ new telecommunication sites (towers and rooftops) and
modified nearly 600 telecommunication sites statewide. In 2004, his creativity expanded beyond
the conventional 3-sectored sites to many 4-sectored sites by modifying the software program. In
2013, He successfully trialed and implemented an 18-mile remote strand mount antenna design.

x Na Pua Makani Wind Farm, Kahuku, HI (2019). Civil, structural, mechanical and electrical engineering
services for the design of a 27 MW wind energy generation facility. Our scope of work includes complete design
of the operations & management (O&M) building, which will be a pre-engineered metal (PEM) building with a
concrete slab-on-grade foundation with thickened edges, and will include an office, conference room, restrooms,
kitchen and SCADA room. HEG will also provide water tank design, electrical design of a high-voltage overhead
interconnection line that will connect to a HECO substation, and civil design of a HECO service road along the
transmission line route.
x Nanakuli, Waimanalo & Princess Kahanu Estates Flood Control Channel Improvements, Nanakuli &

EXPERIENCE SUMMARY
Clayton Kaneshiro has been practicing land surveying for over 30 years. He started his career with the State of Hawaii
Survey Division and served the State for 17 years before going into the private sector. He gained surveying knowledge
and experience in topographic and boundary stakeouts, ALTA surveys, shoreline surveys, running elevations and
continued to qualify and be promoted up to Land Boundary Surveyor III.
His diverse experience in surveying includes performing the calculation and preparation of various types of land
boundary maps, easement maps, Land Court and File Plans, preparing legal metes and bounds descriptions and
supervising survey crews and coordinating with project developers and planners to determine the methods, criteria, time
and personnel required to accomplish project objectives. Clayton is currently a member and has served on the board of

SAMPLE PROJECT EXPERIENCE
x Na Pua Makani Wind Farm, Kahuku, HI (2019). Civil, structural, mechanical and electrical engineering
services for the design of a 27 MW wind energy generation facility. Our scope of work includes complete design
of the operations & management (O&M) building, which will be a pre-engineered metal (PEM) building with a
concrete slab-on-grade foundation with thickened edges, and will include an office, conference room, restrooms,
kitchen and SCADA room. HEG will also provide water tank design, electrical design of a high-voltage overhead
interconnection line that will connect to a HECO substation, and civil design of a HECO service road along the
transmission line route.
x Hu Honua Bioenergy Facility, Hilo, HI (2019). Civil engineering, structural engineering and land surveying
services for this new facility. HEG provided civil design drawings for a new water line between two wells and the
24-MW power station, as well as a pressure analysis of the designed system. Work also includes water tank
design, and tank foundation structural requirements. We will also be providing the structural engineering design
for several areas of the power station, including a biodiesel tank foundation and containment, and the electrical
substation equipment foundation and equipment shelter. Additional work includes the general arrangement and
civil drawings for duct trenches (horizontal and vertical layout), and placement on a current topographic survey
site plan.
x Nanakuli Flood Control Channel Wall Failure, Nanakuli, HI (2018). Design drawings and cost estimates for
temporary remedial measures after the failure of part of the flood control channel wall during the April 2018
flooding event. Scope of work will include construction phase services.

Roy Irei has over 20 years of experience in the wireless telecommunication industry, Site Design, Project Management
and Land Use. He was responsible for the construction of 300+ new telecommunication sites (towers and rooftops) and
modified nearly 600 telecommunication sites statewide. In 2004, his creativity expanded beyond the conventional 3-
sectored sites to many 4-sectored sites by modifying the software program. In 2013, he successfully trialed and
implemented an 18 miles remote strand mount antenna design. Roy chaired the Honolulu Zoning Board of Appeals

x T-Mobile HSW0001 Core Switch, Relocation, Honolulu, HI (2010). Project lead on the relocation of T-
Mobile’s entire switch operations from Ala Moana to a new location. The scope of work includes upgrades to a
fiber network from DCS, electrical redundancy, transport redundancy, new servers, BSC, RNC, MME, SMLC,
WLCS, ASA, Catalyst switch, ISP cache, routers and more. All accomplished without a network outage outside
of maintenance window. Construction from start to finish within 9 months.
x T-Mobile, HI04175C Oceanview Telecommunication Tower, Kau, Hawaii (2011). Leased, zoned,
permitted, and constructed a 140 feet lattice tower for multiple (5) carriers. Site built within a 10,000 square feet
lava field. Lease to site commissioned on air took a period of ten-months. Work includes land negotiations, site
design, coverage prediction using MAPInfo. Commissioning included alarm clearing, line sweeps, call testing,
and PIM tests.
x JTB, Waikiki Shopping Plaza, (2017) designed and built in-building below grade coverage solution for JTB in
the Waikiki Shopping Plaza. A small DAS system was installed.

EXPERIENCE SUMMARY
Clayton Kaneshiro has been practicing land surveying for over 30 years. He started his career with the State of
Hawaii Survey Division and served the State for 17 years before going into the private sector. He gained surveying
knowledge and experience in topographic and boundary stakeouts, ALTA surveys, shoreline surveys, running
elevations and continued to qualify and be promoted up to Land Boundary Surveyor III.
His diverse experience in surveying includes performing the calculation and preparation of various types of land
boundary maps, easement maps, Land Court and File Plans, preparing legal meters and bounds descriptions and
supervising survey crews and coordinating with project developers and planners to determine the methods, criteria,
time and personnel required to accomplish project objectives. Clayton is currently a member and has served on the

PROJECT ASSIGNMENT, MANAGEMENT STRUCTURE, AND EXECUTION:
The President of the firm will act as the Principal-in-Charge on all projects. The daily project management activities (both technical and administrative) of individual
projects will be the responsibility of the Principal and Senior Engineers, who will act as Project Managers. From the Project Managers, work load and tasks will be
distributed throughout our firm as necessary, with special attention being given to our team member’s individual strengths, talents and areas of special expertise.
Work will be streamlined as necessary in order to produce as efficient a work flow as possible.
QUALITY CONTROL:
HEG’s quality control program is based on a company-wide sense of professionalism and dedication to excellence in everything we do. The preparation of project
deliverables involves a continuous process of review at all levels to ensure accuracy, completeness, adherence to applicable standards of the governing agencies
involved, and an overall high level of quality in our work product. A specific quality control plan is developed for each new project utilizing proper checklists and staff
to maximize the efficiency of the plan.
HEG understands the importance of quality control procedures to ensure that documents are accurate and complete. HEG follows a documented quality control
program which includes extensive checking and review, staff training and quality improvement. Our commitment to maintaining our strict quality control program
allows us to deliver exceptional service and deliver outstanding results on every project.
Our quality control program is adapted to each project’s needs and complexity, but the foundation of the program includes:
a. Principal-in-charge who oversees the quality of the process and drawings
b. QC personnel not directly involved in the project, which have experience in design, cost estimation and construction management
c. QC reviews designed to ensure methods, assumptions, functionality, schedules and project goals are met
d. Constant internal meetings to ensure proper coordination with all team members
e. Constant communication with client to inform them of progress
Each phase of our design is constantly checked against the established budget and schedule to ensure the design parameters are being met first before obtaining
client approvals. All design deliverables are checked by the QC personnel prior to submittals.
Maintaining project schedules, deadlines, and budgets is as important to HEG in terms of planning and managing overall operations, as it is to our clients in terms of
eliminating unnecessary delays and the resultant inflated costs. HEG has built a reputation of consistently completing work on or ahead of schedule.
