Kimo Alameda, Ph.D. Mayor REVISED AGENDA CULTURAL RESOURCES COMMISSION COUNTY OF HAWAI‘I NOTICE IS HEREBY GIVEN of the following matters to be considered by the Hawai‘i County Cultural Resources Commission (CRC) in accordance with the provisions of Chapters 91 and 92, Hawai‘i Revised Statutes and Chapter 2, Article 44 of the Hawai‘i County Code. NOTE: Pursuant to Act 220, Session Laws of Hawai‘i 2021, which amended the Sunshine Law to allow meetings to be remotely conducted online, effective January 1, 2022, the Cultural Resources Commission meetings will be held online, and the location listed below for the public to provide testimony on agenda items. The meeting can be viewed live online or at the location listed below. DATE: Wednesday, August 12, 2026 TIME: 10:00 AM LOCATION: Hilo Planning Department Conference Room 101 Pauahi Street, Suite 3, Hilo, HI 96720 INTERACTIVE CONFERENCE TECHNOLOGY (ICT): Cultural Resources Commission Members and applicants may participate in this meeting either via the Zoom interactive video conference platform or by attending the meeting in person. The public will be able to view and listen to the meeting at: https://www.youtube.com/@cohplanningdepartment/streams. Testimony may be given upon registering via the Zoom link, or at the in-person location provided. Minutes of the Cultural Resources Commission meeting will be transcribed and posted on the Planning Department’s website. CALL TO ORDER Approval of Addendum and/or Supplemental Agenda (requires six (6) votes and must comply with HRS § 92-7(d)). STATEMENTS FROM THE PUBLIC – Pursuant to HRS 92-3 interested persons that want to provide oral testimony may do so either at the time the board takes public statements on the agenda or at the time the specific agenda item is called or as otherwise allowed at the sole discretion of the Chair. OLD BUSINESS OF THE COMMISSION 1. Hale Nanea Proposed Amendment to Condition L of Ordinance 15-104 (PL-CRC-2026-000044) Request by the Planning Director for the Commission’s review and recommendation on matters of cultural significance relating to Condition L of Ordinance 15-104. Condition L requires identification of an entity responsible for the management and care of archaeological and cultural features on Parcel 54 and conveyance of Parcel 54 to the identified entity. Location: Auhaukeae 1st, North Kona, Hawaiʻi TMKs: (3) 7-5-009:067 & 7-5-009:054 NEW BUSINESS OF THE COMMISSION 2. Historic Place Marker Program - Review of Draft Amendment to Hawaiʻi County Code Chapter 14 (PL-CRC-2026-000047) Request by County Council Member Ashley Kierkiewicz to review a draft proposal to amend Chapter 14 of the Hawaiʻi County Code 1983 (2016 Edition, as amended) relating to the Historic Place Marker Program for the purpose of establishing a County program to identify and recognize the traditional moku and ahupuaʻa of Hawaiʻi Island through the installation of boundary markers and the development of a Historic Place Marker Inventory which includes historical, cultural, and geographic information associated with each place. 3. Moʻolelo Interpretation Program - Review of Draft Amendment to Hawaiʻi County Code Chapter 14 (PL-CRC-2026-000048) Request by County Council Member Ashley Kierkiewicz to review a draft proposal to amend Chapter 14 of the Hawaiʻi County Code 1983 (2016 Edition, as amended) relating to the Moʻolelo Interpretation Program. Amendments to Chapter 14 would provide a coordinated County process for the planning, review, approval, installation, maintenance, and documentation of interpretive signs, murals, and other place-based educational installations on County property. ADMINISTRATIVE MATTERS Approval of minutes for the meeting held on May 13, 2026. Planning Department staff updates. Next meeting tentatively scheduled for Wednesday, September 9, 2026. ADJOURNMENT Submitting Testimony: Written testimony may be submitted before 2:00 PM on the business day prior to the meeting by email to crc@hawaiicounty.gov. Mail or hand-deliver written testimony to Hilo Planning Department at 101 Pauahi Street, Suite 3, Hilo, Hawaiʻi 96720. Please submit separate testimony for each item. The public may provide verbal testimony at the meeting location provided or by calling into the Zoom meeting. If you are a lobbyist, you must register with the Hawai‘i County Clerk within five days of becoming a lobbyist [Article 15, Section 2-91.3 (b), Hawai‘i County Code]. A lobbyist means “any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” [Article 15, Section 2-91.3(a) (6), Hawai‘i County Code].
